Cannabis Packaging Requirements

Utah cannabis packaging is regulated by the Utah Department of Agriculture and Food (UDAF). The market is medical only. Packaging must be child-resistant, must carry the state universal symbol, and must print 7 required warning statements. Artwork must be approved by the state before printing. Royal Supply last reviewed this guide against the regulation on September 1, 2026.

Universal Symbol Requirements

Symbol Specifications

SymbolTHC warning symbol (department-issued)
Minimum SizeRoyal Supply house standard, not a Utah minimum — the rule requires the department's symbol but sets no size for it.
  • Royal Supply prints it at 0.26 in / 6.604 mm wide by 0.293 in / 7.4422 mm tall.
  • R66-2-13(1)(d) requires "a warning symbol provided by the department" that contrasts conspicuously with the background, for products containing THC, and stops there. No dimension appears in the subsection.
  • The general legibility rule that does apply asks for a legible, non-script, non-decorative font whose lowercase letter "o" is at least one-sixteenth of an inch high, in a colour contrasting conspicuously with its background.
Notes on this section — 2
  • These figures were published here as a state minimum. They are ours. Anyone who shrank artwork to exactly 0.26 in believing it was the legal floor was designing to a Royal Supply number.
  • Third-party guides quote a quarter-inch-to-three-quarter-inch range for the Utah symbol. That range appears nowhere in R66-2 as it now reads, which was read in full for this cycle. Treat it as someone else's house number, not a floor.
ColorsNo colors specified. Must contrast conspicuously with the background so it is readily and easily seen.
PlacementUtah names no panel and no position.
  • Royal Supply prints it on the primary panel.
  • Side or back panel is compliant if it contrasts and is easily seen.
  • If front-panel space is tight, move it knowingly rather than redesigning around a requirement the state does not impose.
How To ObtainRequest the department-issued artwork from UDAF at medicalcannabis.utah.gov. Do not redraw it.

A triangle, diamond or Utah state shape bearing the letters THC and an exclamation point.

  • Use the department's artwork. Do not recreate it.
  • Royal Supply carries the symbol on every Utah medical cannabis package.
  • A code on the labeling may link only to a certificate of analysis.
Notes on this section — 2
  • R66-2-13(1)(d) ties the symbol to products that contain THC, which would leave a THC-free product outside it.
  • Print the symbol on every package anyway if you are unsure — a few cents versus losing the run.

Design & Print Specs

FontsAny legible font that is not script or decorative
Font Minimum1/16" measured on a lowercase "o"
Symbol ColorsAs issued by the department (UDAF)
CMYK / PMSAs issued by the department (UDAF)
PlacementNo panel and no size is set by rule for the department THC warning symbol
Bold RequiredNo

No rule sizes the Utah symbol and none names a panel for it; figures circulating as Utah minimums, including the 0.26"×0.293" formerly shown here, are house or third-party numbers. The codified type rule is the 1/16 inch lowercase-o height. QR codes may ONLY link to a CoA — no other URL content permitted. Logo and brand name capped at 20% of the product face.

Government warning4
One mandated statement for every product family — the statute writes it once and scopes it to the container, not to a product type. Copy it exactly, including the comma after "women", which is in the statute. Verified word for word against the Utah Code and against UDAF Industry Bulletin 25-03, which published the same string. Containers labeled between January 1, 2024 and December 31, 2025 carry the earlier version at 4-41a-602(1)(b)(v)(A), which opens "Cannabis has intoxicating effects, may be addictive, and may increase risk of mental illness" and has no pregnancy sentence — check the label date before reprinting old stock.

Instructions for use1
This sentence is Royal Supply's, and it is the copy that fills the instructions-for-use field on our Utah edible artwork today. Utah names no piece count and no time interval anywhere. Directions for use are not in the processor label list at R66-2-13(1); the subsection that once appeared to carry them is the total-THC-in-milligrams element and says nothing about directions. What UDAF does say, in Industry Bulletin 26-05, is that the pharmacy must add directions for use to its own label if the processor's label does not carry them. Printing them at the processor stage is therefore sound practice rather than a processor duty.
Edible and other ingestible products — Royal Supply practice, not a Utah processor-label requirement
Royal Supply recommended

Not required by Utah Department of Agriculture and Food (UDAF). This is Royal Supply's own compliance-tested language, offered as good practice.

Instructions for use: restrict consumption to only 1 piece every 2-4 hours to measure effect.
Required label element3
Utah requires directions telling consumers to contact the department with product complaints at medicalcannabis.utah.gov/production. The rule fixes the destination, not the sentence — this is Royal Supply's wording and it has cleared Utah label review, so you may keep it as printed or write your own.

Packaging & Labeling Rules

Child-ResistantEvery Utah package must be child-resistant, tamper-evident and tamper-resistant, tested to the federal standard rather than a Utah test.
  • Child-resistant to the effectiveness standards the U.S. Consumer Product Safety Commission sets — in practice, certification against 16 CFR 1700.
  • Package must also be tamper-evident and tamper-resistant.
  • Materials must not contaminate the product or impart toxic or deleterious substances.
  • No child appeal. Must not mimic candy or candy packaging.
Notes on this section — 2
  • Every point here rests on the statute at 4-41a-602(1)(b), which names the CPSC standards rather than a CFR part number. R66-2 as rewritten effective January 7, 2026 contains no child-resistance, tamper-evidence or opacity provision at all — packaging duties now sit in the statute alone.
  • A requirement to package and label in accordance with 21 CFR 111, the dietary-supplement good-manufacturing-practice rule, was published here previously. It appears in neither the current R66-2 nor 4-41a-602; it was in the pre-2026 rule text. It is no longer shown as a packaging requirement.
Utah Code 4-41a-602(1)(b)(i)-(iv)
LabelingUtah approves the label before it prints, and splits the design into a product face and a separate black-and-white cannabis fact panel.
  • Type: any legible font that is not script or decorative, with the lowercase letter "o" at least one-sixteenth of an inch high.
  • Every label element must contrast conspicuously with its background and be in English; other languages may be added.
  • Logo and brand name on the product face are allowed, must not obscure required information, and are exempt from the black-and-white rule that governs the fact panel.
  • Get department approval before distributing — labels, logos, brand names and packaging. Since May 6, 2026 this sits in the statute as well as the rule.
  • After approval only flavor, terpene or cultivar text may change. Graphics, fonts, sizing and colors may not.
  • Product face: name the medicinal dosage form plus the words THC or Cannabis Infused.
  • Gummies may stand in for gelatinous cube. Tincture may stand in for sublingual preparation or liquid suspension.
  • A descriptive product name must not appeal to children, must not be recreational, and must not contain adjectives.
  • Cannabis fact panel: black and white, securely affixed, on every product before sale to a pharmacy.
  • Plant panel, in this order: cultivation facility, lot, harvest date, final test date, batch, package date, cannabinoids over 1 percent, expiration, net weight in grams.
  • Derivative panel, in this order: batch, final test date, package date, mg per serving for ingestibles, cannabinoids over 1 percent, expiration, total THC in mg/g, ingredients and major allergens, identity of any artificially derived cannabinoid, net weight and piece count, extraction process and solvents used.
  • Also print: the name and license number of the cannabis processing facility, and a clear statement that the package or product contains cannabis.
  • Disclose all active or potentially active ingredients and all allergens.
  • Net weight prints in grams, or in grams or millilitres plus a piece count on a derivative product.
  • Banned in a logo, product name or brand name: weed, pot, reefer, grass, hash, ganja, Mary Jane, high, haze, stoned, joint, bud, smoke, euphoria, dank, doobie, kush, frost, cookies, rec, bake, blunt, combust, bong, budtender, dab, blaze, toke, 420.
  • One exception to that list, now written into the statute: a product name may contain the word hash.
  • Any terpene you name on the package must have been verified present by a licensed independent cannabis testing laboratory, with its quantity on the fact panel.
  • A derivative product may carry a flavor name so long as it is not candy-like and not a name that appeals to children.
  • Flower potency prints as total THC in milligrams per gram.
  • No cartoon or fictional characters aimed at children, no imagery of a person using the product, no recreationally oriented subjects, nothing obscene or indecent.
  • Print nothing on the labeling beyond the required content, directions for use, and anything else state law requires. Warnings required by Title 4 Chapter 41a may always be added.
  • Shapes used on packaging or labeling must not resemble the product or real-world items.
  • Optional, not required: add an ounces declaration next to the grams. Utah asks only for grams, or grams/mL plus piece count.
Before you print
  • Confirm the current approval process and panel content with UDAF before a large print run.
Notes on this section — 3
  • Section numbers on this page were re-cut this cycle against the current rule. Labeling and packaging is R66-2-13; the section previously cited, R66-2-15, is now "Change in Operation Plans" and has nothing to do with labels. Anyone who quoted R66-2-15 to UDAF from an earlier version of this page was citing the wrong section.
  • Two figures published here previously are not in the rule as it now reads: a 20 percent ceiling on logo and brand-name area, and a requirement that the descriptive product name be set smaller than the dosage form. Neither appears anywhere in R66-2. Both have been removed rather than restated.
  • Label, logo, brand-name and packaging pre-approval and the flavor/terpene/cultivar carve-out both moved into the statute on May 6, 2026, so those two items rest on 4-41a-602(5) as well as on the rule.
Utah Code 4-41a-602(1)(a), (2), (5); Utah Admin. Code R66-2-13(1)-(19)
THC SymbolCannabinoid content is disclosed in figures, not in a potency symbol.
  • Product face: the amount of total THC in the package, in milligrams.
  • Fact panel: the quantity of any cannabinoid the COA shows above 1 percent of total cannabinoids.
  • Flower potency prints as total THC in milligrams per gram; ingestible derivatives also print milligrams of total THC per serving.
  • Department-issued THC warning symbol: no size is set by rule. See the symbol row before treating any figure as a floor.
Notes on this section — 1
  • The statute at 4-41a-602(1)(a)(ii) asks for the amount of total THC, CBD and any known cannabinoid above 1 percent. Neither it nor R66-2-13 asks for an amount and a percentage for each — that pairing was published here previously and is not what either text says.
Utah Code 4-41a-602(1)(a)(ii); Utah Admin. Code R66-2-13(1)(e), (7)(g), (8), (9)(d), (9)(e), (9)(g)
Health WarningsUtah writes the warning wording itself. One statement goes on everything; two more attach to inhalables and one to certain edible shapes.
  • Every container carries one prescribed government warning. Copy it character for character.
  • Raw cannabis and vape cartridges carry both lung-injury warnings — the smoke one and the vaping one, on both.
  • Gelatinous cubes, gelatinous cuboids and cube- or cuboid-shaped lozenges add a warning about the risks of over-consumption. Utah mandates the substance and leaves the words to you.
  • Every product must direct consumers to medicalcannabis.utah.gov/production for complaints. Utah fixes the destination, not the sentence.
  • No point size and no panel is prescribed for any of them. The type rule is the general one: legible non-script font, lowercase "o" at least one-sixteenth of an inch, contrasting conspicuously with the background.
Notes on this section — 4
  • This page previously stated a 6 point minimum on the primary display panel for warnings. Neither figure appears in 4-41a-602 or in R66-2, and both have been removed. Royal Supply still sets warnings at 6 point or larger on the primary panel as a house standard; that is a production choice, not a Utah rule.
  • Date trigger, government warning: the pregnancy and mental-illness sentences apply to containers labeled on or after January 1, 2026. Containers labeled from January 1, 2024 carry the earlier statement.
  • Date trigger, lung-injury warnings: on or after May 3, 2023. This page previously gave January 1, 2026 for these two, which was wrong.
  • Warning text confirmed against Utah Code 4-41a-602 as read from le.utah.gov and against UDAF Industry Bulletin 25-03.
Utah Code 4-41a-602(1)(b)(v)(B), (1)(b)(vi), (3)(b); Utah Admin. Code R66-2-13(1)(c), (3)
Serving SizeIngestibles must carry dose information, and every product needs an instructions-for-use line that Utah does not write for you.
  • Ingestible derivatives: mg per serving on the cannabis fact panel.
  • Also on that panel: every cannabinoid over 1 percent, and total THC in mg/g.
  • Mark individual dose amounts clearly.
  • Edibles: show mg per serving and total mg per container.
  • Optional wording, not a Utah requirement: restrict consumption to only 1 piece every 2-4 hours to measure effect.
Notes on this section — 3
  • No Utah rule names a piece count or a dosing interval — any instructions wording is the licensee's.
  • Directions for use are not a processor-label element in R66-2-13(1). The obligation UDAF states, in Industry Bulletin 26-05, is on the pharmacy: it must add directions to its own label if the processor's label does not carry them. Printing them upstream is good practice and keeps the pharmacy from having to.
  • The Royal Supply edible line above is what fills that field on our Utah artwork today and has been through real Utah label review. Replace it if you prefer.
Utah Admin. Code R66-2-13(9)(d), (9)(g); UDAF Industry Bulletin 26-05 (April 2, 2026)
Opaque PackagingUtah has no opacity rule. Clear or windowed packaging is compliant.
  • Packaging and labeling must not appeal to children and must not mimic candy or candy packaging.
  • No cartoon or fictional characters aimed at children.
  • Shapes used on packaging or labeling must not resemble the product or real-world items.
  • Do not buy opaque stock believing the state mandates it. Choose it for product protection or shelf presentation.
Notes on this section — 1
  • R66-2 as rewritten effective January 7, 2026 contains no opacity provision, and neither does 4-41a-602. Both texts were read in full for this cycle.
Utah Code 4-41a-602(1)(b)(ii)-(iii), (3)(a); Utah Admin. Code R66-2-13(16)
ResealableNo Utah resealability rule exists. What follows is a Royal Supply recommendation.
  • Multi-dose packages: use a closure that stays child-resistant after being opened and closed again, as 16 CFR 1700 expects of multiple-use packaging.
  • Single-dose packages: a non-reclosable format is fully compliant. Do not pay for a zipper you will not use.
  • What Utah actually requires: child-resistant, tamper-evident and tamper-resistant packaging.
Notes on this section — 1
  • Utah's packaging law and rules contain no standalone resealability or re-closure requirement. Both 4-41a-602 and R66-2 were read in full this cycle.
Utah Code 4-41a-602(1)(b)(iv)
Notable RulesUtah-only items to catch before artwork goes to plate.
  • The department-issued THC warning symbol is required on THC-containing products, but no rule sizes it. See the symbol row before treating any figure as a floor.
  • Complaint contact: every product must point consumers to medicalcannabis.utah.gov/production.
  • A code on the labeling may link to a certificate of analysis from a licensed independent cannabis testing laboratory and to nothing else.
  • A code affixed to the product for pharmacy inventory control may not link to any other information either.
  • No photograph or picture of the product on gelatinous cubes, gelatinous rectangular cuboids, or lozenges in a cube or cuboid shape.
  • Royal Supply advice, wider than the rule: skip the product photo on gummies and lozenges generally.
  • Round gummies, chocolates, mints and capsules are outside that specific ban. Child-appeal and shape-resemblance rules still reach every edible.
Notes on this section — 3
  • Agency in transition: the medical cannabis program moves from the DHHS Center for Medical Cannabis to UDAF under HB 389 and SB 121. Duties could move as early as July 1, 2026 and must be complete by January 1, 2027; the department says providers, patients and industry will be told once it is done. Treat the regulating-agency identity on labels and portals as in flux. UDAF is already issuing processor and pharmacy bulletins.
  • 4-41a-602 was amended effective May 6, 2026 by Chapter 421 of the 2026 General Session. Three things that used to rest only on R66-2-15 are now in the statute: pre-approval of the label, logo, brand name and packaging; the carve-out letting an approved label change only flavor, terpene or cultivar text; and the allowance for the word hash in a product name. The rulemaking subsection also moved from (5) to (6), and a new (6)(c) lets the department regulate label language describing a physiological effect.
  • R66-2 was replaced effective January 7, 2026 and the replacement text is what this page now cites. Labeling and packaging moved from R66-2-15 to R66-2-13; the rewrite also dropped the child-resistance, tamper and 21 CFR 111 provisions from the rule entirely, leaving those duties to 4-41a-602. No amendment to R66-2 is pending — the rule carries no proposed or emergency filing.

Utah Packaging FAQ

What universal symbol is required on cannabis packaging in Utah?
Utah requires the THC warning symbol (department-issued). Minimum size: Royal Supply house standard, not a Utah minimum — the rule requires the department's symbol but sets no size for it. Royal Supply prints it at 0.26 in / 6.604 mm wide by 0.293 in / 7.4422 mm tall. R66-2-13(1)(d) requires "a warning symbol provided by the department" that contrasts conspicuously with the background, for products containing THC, and stops there. No dimension appears in the subsection. The general legibility rule that does apply asks for a legible, non-script, non-decorative font whose lowercase letter "o" is at least one-sixteenth of an inch high, in a colour contrasting conspicuously with its background.. Placement: Utah names no panel and no position. Royal Supply prints it on the primary panel. Side or back panel is compliant if it contrasts and is easily seen. If front-panel space is tight, move it knowingly rather than redesigning around a requirement the state does not impose..
Is child-resistant packaging required in Utah?
Every Utah package must be child-resistant, tamper-evident and tamper-resistant, tested to the federal standard rather than a Utah test. Child-resistant to the effectiveness standards the U.S. Consumer Product Safety Commission sets — in practice, certification against 16 CFR 1700. Package must also be tamper-evident and tamper-resistant. Materials must not contaminate the product or impart toxic or deleterious substances. No child appeal. Must not mimic candy or candy packaging.
What warning statements are required on Utah cannabis packaging?
Utah prescribes exact wording for 4 warning statement(s) and requires a further 3 by content, where the licensee writes the sentence. Both are set out on this page.
