Cannabis Packaging Requirements
Oklahoma cannabis packaging is regulated by the Oklahoma Medical Marijuana Authority (OMMA). The market is medical only. Packaging must be child-resistant, must carry the state universal symbol, and must print 7 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- Codified rule floor: 0.5 x 0.5 inch.
- OMMA guidelines: no smaller than 0.6 x 0.85 inch.
- 0.6 x 0.85 inch clears both figures without distorting the artwork.
- Edibles: 0.5 x 0.5 inch minimum, in color, on the outer package and on each individually packaged unit.
- Confirm in writing with OMMA before a plate is cut.
Notes on this section — 2
- The two official figures conflict and OMMA has not reconciled them.
- The official artwork is not square, so a true 0.5 x 0.5 inch reproduction distorts it.
- Red: HEX #df1831, CMYK 0/100/85/6, RGB 223/24/49.
- Text prints black.
- Do not change the color, font or language of the symbol.
- Edible packages must carry the symbol in color, not black and white.
Notes on this section — 1
- The specific color values come from OMMA's May 2022 guidelines; the codified rule only says the color the Authority designates.
- Edibles: clear and plain sight on the outer package.
- Edibles: also on each individually packaged unit.
- Keep it clear of the OMMA logo and of any other state's universal symbol — both are prohibited on the label.
Notes on this section — 1
- Nothing we found requires the symbol on the retail exit package or other patient-facing packaging — do not extend it there without a separate citation.
- Take the OMMA THC Universal Symbol Guidelines (May 2022) at the same time for color and size specs.

- Signals the package contains medical marijuana or a medical marijuana product with THC.
- Never redraw, retype or recolor it — the wording inside the graphic is part of the official file.
Design & Print Specs
Label imagery is limited to the producer business name logo and an image of the product. Pre-pack effective June 1, 2025; new warning language required November 1, 2025; permanent rules effective July 11, 2026. Relabelling requires the original label to be removed, not covered. Stated potency is inaccurate if it is more than 15% off the COA.
Warning Statements (7)
These must appear verbatim. Use the copy buttons to pull exact text into your artwork files. Anything marked otherwise is our recommendation and is not required by Oklahoma.

Packaging & Labeling Rules
- Product container must be child-resistant.
- Container may be clear — patients are allowed to see the product through it.
- Opaque is an exit-package requirement, not a container requirement.
- Retail units must arrive at the dispensary sealed and ready for sale.
- No in-store packaging of bulk flower.
Notes on this section — 1
- The rule allows a clear container expressly, so patients can see the product. Opacity is achieved by the dispensary's exit package, which the definition section defines as an opaque bag provided at the point of sale.
- Name and license number of the grower, processor or dispensary selling or transferring the product.
- Product name.
- Batch number.
- Net quantity or weight of contents.
- Ingredients list.
- Oklahoma Uniform Symbol, in the form OMMA prescribes.
- THC potency as shown on that batch's certificate of analysis.
- Total terpenoid content, in the manner OMMA prescribes.
- The date the product was packaged.
- The line: This product has been tested for contaminants.
- Edibles and processed foods add THC dosage in milligrams per unit.
- Keep inventory tracking tags clear of required label and packaging elements.
- All five statutory warnings print on every container — see the warning statements list.
- Labels must carry the licensee's legal name, trade name and license number as currently on file with OMMA.
- Relabeling: strip the original label completely first. Covering one label with another is prohibited.
- A stated cannabinoid or total THC percentage is inaccurate if it is more than 15 percent above or below the certificate of analysis figure.
Notes on this section — 2
- The packaged-on date is a distinct element from the batch number and from the date of harvest or production, which is what the grower-to-processor label carries instead.
- The 15 percent tolerance is a label-accuracy rule, not a permitted rounding. Design the potency panel so the number can be set per batch.
- Required on any product label transferred or sold to a dispensary, or sold by one.
- Edibles: 0.5 x 0.5 inch minimum, printed in color, in clear and plain sight.
- Edibles: symbol goes on the outer package and on each individually packaged unit.
- Practical floor for all types: 0.6 x 0.85 inch — see the symbol card.
- THC potency and terpenoid content are separate label elements, not part of the symbol.
Notes on this section — 2
- Confirmed against the full adopted text of the July 11, 2026 permanent rules: Oklahoma sets no size, colour or placement spec for a non-edible label. The only codified dimension is the half-inch square in the edible section, and everything else rests on OMMA's published guidelines.
- The half-inch-square minimum and the guideline size conflict; see the symbol card.
- All products: patient use, keep out of reach of children, impaired driving, pregnancy, contaminant testing.
- Edibles and processed foods add the poison control accidental-ingestion line.
- On an edible or beverage, the edible rendering of the pregnancy line REPLACES the general one — never print both.
- Oklahoma prescribes no breastfeeding clause on any product. If a label carries one, it is not from an Oklahoma rule.
- The impaired driving, pregnancy and contaminant testing lines apply to product transferred to a dispensary on or after November 1, 2025, whenever it was produced.
- Exact wording for each statement is in the warning statements list.
Notes on this section — 1
- The edible section repeats the same four general statements rather than substituting a different set, so an edible label carries one pregnancy sentence, not a special one plus the general one.
- Milligrams of THC per unit is the mandated disclosure.
- Print it as a distinct label element, not folded into the potency line.
Notes on this section — 2
- No milligram-per-serving cap, milligram-per-package cap or servings-per-package limit was located in Oklahoma statute or rule.
- Absence is a research finding, not a permission — confirm with OMMA before designing a high-dose format.
- The container the product is sold in may be clear.
- Non-opaque materials are expressly permitted for flower, provided it goes into an opaque container before it leaves the dispensary.
- The dispensary supplies an opaque exit package at point of sale.
- Seal the retail unit before it leaves the grower or processor.
- Dispensaries may not open, repackage or alter a pre-packaged unit.
- Two exceptions, both the dispensary's: making and packaging non-infused pre-rolls, and displaying samples of no more than 3.5 grams.
- Nothing requires the closure to reseal, so a one-way seal is compliant.
Notes on this section — 2
- The two exceptions are the whole list — the rule enumerates them and adds nothing else.
- A resealable closure is a marketing choice in Oklahoma, not a compliance one. Storage receptacles held by a licensee must be closable and kept sealed, but that is a facility rule and does not reach the retail pack.
- Flower-based products sell in quantities between 0.5 grams and 3 ounces.
- Retail units must arrive at dispensaries pre-packed and ready for sale.
- Label imagery is limited to the producer's business name logo and an image of the product. Nothing else may be depicted.
- No toys, cartoon characters or similar images, and nothing that reasonably appears to target children.
- The OMMA logo is prohibited on packages and labels.
- No other state's universal symbol, and nothing that could confuse the state of origin.
- No "organic" or "pesticide-free" claim unless it is literally true and, for organic, federally certifiable.
- Permanent rules effective July 11, 2026 replaced the July 2025 emergency rules.
Notes on this section — 3
- No type size is prescribed. Neither the statute nor the permanent rules set a point size or a placement for any of the required statements, and the 6-point minimum previously published here appears in neither — it has been removed. Set the copy legibly and expect no numeric floor to design to.
- The imagery limit is stricter than a cartoon ban. Read literally, a decorative background or a lifestyle photograph is not the business name logo and not an image of the product.
- The adopted rule text for 442:10-7-1(d) carries the rulemaking redline, so paragraphs after (d)(5) show two numbers — the OMMA logo and other-state-symbol prohibitions read as (d)(9) and (d)(10) under the pre-amendment numbering and (d)(8) and (d)(9) under the new one. Quote the sentence rather than the number in a customer letter.
