New Jersey
Cannabis Packaging Requirements
New Jersey cannabis packaging is regulated by the New Jersey Cannabis Regulatory Commission (CRC). The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 9 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- Package/label: 0.5 in x 0.75 in (12.7 mm x 19.05 mm).
- Edible individual serving: 0.22 in x 0.25 in (4.445 mm x 5.09 mm).

Notes on this section — 1

One triangular NOT SAFE FOR KIDS mark, used as issued.
- Same mark on package, label and edible imprint — only the minimum size changes.
- No octagon and no separate Contains THC triangle in New Jersey.

Packaging & Labeling Rules
- Child-resistant to 16 CFR Part 1700 (federal Poison Prevention Packaging Act).
- Fully enclosed, closed and sealed — contents unreachable without breaking the seal.
- Containers meet USP <661> Containers and USP <671> Permeation.
- Resealable in a child-resistant manner, except single-serving packages.
- Multi-serving liquid ingestibles need a resealing cap or closure.
- Broken seal makes the item unsaleable.
- Standard consumer warnings: five statements, 6 pt type minimum.
- High-potency statement and ingestible delayed-effects statement: 10 pt type minimum each.
- FDA disclaimer in boldface, if the label carries any claim beyond what the chapter prescribes.
- Cultivator name, address, telephone number and license number.
- Manufacturer name, address, telephone number and license number.
- Net weight or volume, and quantity.
- Sequential serial number plus batch or lot number.
- Barcode.
- All inactive and excipient ingredients.
- Allergens, including major food allergens.
- Production or harvest date.
- Expiration date.
- Storage and refrigeration instructions.
- Serving size and total servings per package.
- Cannabinoid and terpene profile in milligrams and as a percentage — for the package and for a single serving.
- Strain or cultivar by scientific name where available, plus the generic or slang name.
- Chemotype, printed as one of three prescribed phrases — see the notes.
- Growth method: indoor, outdoor, soil-grown, hydroponic or aquaponic.
- Organic designation where claimed.
- Pesticides, fungicides or herbicides used.
- Directions for administration.
- A summary of the lab report: potency of every major cannabinoid detected and a list of major terpenoids.
- Optionally, a per-batch URL or QR code linking to the full written report.
- Universal symbol — see the symbol block.
- Consumer warning statements — see the warnings list.
Notes on this section — 5
- Chemotype is a fixed phrase, not free text. "High THC, Low CBD" where the THC:CBD ratio is above 5:1 and total THC is 15 percent or more; "Moderate THC, Moderate CBD" between 5:1 and 1:5 with total THC between five and 15 percent; "Low THC, High CBD" below 1:5 with total THC at or under five percent. Anything that fits none of the three takes the nearest by mathematical analysis of the ratio.
- The rule supplies a worked sentence for the serving disclosure: "The serving size of active THC in this product is X mg. This product contains X servings of cannabis, and the total amount of active THC in this product is X mg."
- Total THC = (THCA x 0.877) + delta-9-THC. Total CBD = (CBDA x 0.877) + CBD. Total CBG = (CBGA x 0.878) + CBG. The other totals use 0.877 for CBC and 0.867 for THCV and CBDV.
- The rule is internally inconsistent on CBG: 16.3(b)9ii says the profile shall reflect total THC, total CBD and total CBG, while 16.3(b)9iii lists total CBG among the figures it may reflect. Printing it satisfies both readings.
- The finished label has to be submitted to the Commission for recordkeeping. Build the submission into the release step.
- Package and label: 0.5 in x 0.75 in minimum.
- Individual edible serving: 0.22 in x 0.25 in minimum, where practical.
- Download from nj.gov/cannabis and place as issued.
- Do not redraw, retype or recolor the mark.
- No octagon and no separate Contains THC triangle in New Jersey.
Notes on this section — 1
- The rule fixes the symbol's appearance by reference to the CRC universal symbol standards document rather than in the rule text — the artwork file governs, so pull a fresh copy before each release.
- The five standard consumer warnings: 6 pt minimum.
- Over 40 percent total THC: high-potency / psychosis-risk statement at 10 pt minimum.
- Any ingestible: delayed-effects statement at 10 pt minimum.
- Electronic smoking devices: the FDA device statement.
- Any claim about the product beyond what the chapter prescribes: the two-sentence FDA disclaimer, prominently displayed and in boldface.
- Exact wording for all of them sits in the warnings list.
- Prohibited on the package: false, deceptive or misleading content, and anything promoting overconsumption.
- No resemblance to the trademarked or product-specialized packaging of a commercially available candy, snack, baked good or beverage.
- Nothing that could mislead a person into thinking the package holds something other than cannabis.
- No seal, flag, crest or coat of arms suggesting a state, county or municipal endorsement.
- No depiction of a child or anyone under legal age consuming.
- No statement, image, cartoon, colour scheme, graphic or feature that might make the item attractive to children — the rule names toys, games, candy, beverages, food products and characters as examples.
Notes on this section — 2
- The colour-scheme clause is unusual: New Jersey lists a colour scheme by itself as something that can make a package attractive to children. Given packages already run a single colour, this reaches the logo, which is the one place colour is allowed.
- The delayed-effects statement is not limited to fast-acting formulations. Every ingestible carries it.
- Serving size.
- Total number of servings in the package.
- Cannabinoid and terpene profile in milligrams and as a percentage.
- One color, opaque, light resistant, fully enclosed.
- A logo or symbol may be a different color or colors.
- The regulation sets no size limit on that colored logo.
- Single-serving packages: exempt from the resealable requirement.
- Multi-serving liquid ingestibles: resealing cap or closure required.
- Seal must be intact at sale; a broken seal makes the item unsaleable.
- This page covers adult-use packaging only, under N.J.A.C. 17:30.
- Medicinal packaging sits under N.J.A.C. 17:30A — do not apply these specs to a medicinal product.
- The logo is the only place brand color can live, and there is no size ceiling on it.
- The over-40-percent THC statement and the ingestible delayed-effects statement each need 10 pt type, not 6 pt.
- The FDA disclaimer, when it applies, is boldface.
- Usable cannabis packaged for a retailer: any increment up to and including one ounce or 28.35 grams.
- Make a good-faith effort to use biodegradable packaging.
- Send the finished label to the Commission for recordkeeping.
Notes on this section — 2
- The biodegradable expectation is a rule, at 17:30-16.2(h), phrased as a good-faith effort rather than a specification. It sets no material standard, so it will not by itself disqualify a stock.
- The chapter is at Supp. 3-6-23. An October 2023 proposal, PRN 2023-099, would have added non-TCS ingredient and nutrition labeling, an opened-product refrigeration disclosure, and a second ingestible warning for fast-acting products. The Commission's rules page lists no adoption notice for it, so none of it is in force. Design against the current text.
