Cannabis Packaging Requirements
Missouri cannabis packaging is regulated by the Missouri Department of Health and Senior Services (DHSS), Division of Cannabis Regulation. The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 1 required warning statement. Artwork must be approved by the state before printing. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- Required at that size only for edibles at 10 mg THC or more.
- All other types: no dimension stated — prominent display only.
Notes on this section — 1
- The all-SKU 0.5 in standard is our recommendation, not a Missouri rule.
- No monochrome or brand-colored version of the symbol.
- Front panel required for edibles at 10 mg THC or more.
- Other types: any prominent location; DCR can approve an alternative.
- Royal Supply house standard — stricter than the Missouri rule. Front panel on all SKUs, one artwork standard.
Red-and-white diamond: THC inside, M beneath.
- Infused products: package total THC in mg prints directly under the diamond.
- The word Marijuana must be at least as large as any other word on the package.

Missouri Department of Health and Senior Services (DHSS), Division of Cannabis Regulation prescribes this wording. Reproduce it character for character, including capitalization and punctuation.
Packaging & Labeling Rules
- Use certified child-resistant packaging.
- The same package must also be opaque and resealable.
- Packaging must be constructed from FDA-approved food contact substances — a material specification, not an artwork one.
- Seeds and plants are outside all three requirements.
- No design element that is attractive to children.
- Package must be produced and packaged to protect public health.
- Get the CR certification documentation from the supplier before item approval — DCR reviews the package, not just the artwork.
Notes on this section — 3
- Where product sits in a series of containers, the container closest to the product carries the child-resistant, opaque and resealable requirement — excluding methods of administration and wrappers.
- The food-contact requirement runs the other way: it lands on the container closest to the product including methods of administration or wrappers, unless the department approves applying it to a different container in the series.
- That difference decides which part of a nested pack has to be certified. Read it before quoting a jar-in-carton or a wrapped-insert format.
- Element A first: all active and other ingredients, including solvents.
- Exact total weight: grams for dried unprocessed marijuana, concentrates, pre-rolls and infused pre-rolls; milligrams of delta-9-THC for infused products other than infused pre-rolls.
- Eight named cannabinoids per serving or dose, listed in milligrams: delta-9-THC, delta-9-THCA, CBD, CBDA, CBN, THCV, CBDV and delta-8-THC. All eight, not a selection — lay out panel space for the full set.
- Servings or doses per package.
- Instructions for use.
- Estimated length of effect time.
- A best-if-used-by date.
- Originating licensee's license number.
- Testing licensee.
- Statewide track-and-trace tag number.
- Terpene results, if the product was tested for terpenes.
- Department-issued product packaging approval number.
- Element M last: the required warning statement.
- Closed list — no extra warnings, marketing claims or courtesy statements, unless another local, state or federal law requires them.
- Prerolls: no label required on the paper itself.
- Seeds and plants: reduced label only — Marijuana, the universal symbol, strain information, and a propagation date for plants.
- Ingestible flavor components may be grouped (for example, lime flavoring) instead of itemized.
- A dispensary barcode may sit outside the label area if it covers no required information.
Notes on this section — 2
- Grouped flavors and the outside-the-label barcode are DCR variances (2/5/2024 and 10/18/2024), not rule text — confirm each still stands at item approval before a plate is cut.
- Under the closed list, do not add elements to a seed or plant label to make it look more complete.
- Edibles at 10 mg THC or more: 0.5 in x 0.5 in, measured point to point, on the front of the package.
- All other product types: no stated size and no stated panel — prominent display only.
- Infused products: print the package total THC in milligrams directly under the diamond.
- The word Marijuana must be at least as large as any other word on the package.
- Royal Supply house standard — stricter than the Missouri rule. Hold 0.5 in x 0.5 in on the front panel across every Missouri SKU so one asset clears all types.
Notes on this section — 2
- The 0.5 in front-panel standard for non-edibles is our recommendation, not a Missouri requirement.
- DCR can approve an alternative placement for non-edible types — raise it at item approval if the front panel does not work.
- Print exactly: Cognitive and physical impairment may result from the use of marijuana. Keep out of reach of children.
- It is element M — the final item in the A-to-M order.
- The state sets no minimum type size for the warning.
- Royal Supply house standard — not traced to a Missouri rule. Floor: set it at 7 point or larger so it holds up at final trim size.
- Add no other warning — no adult-use, do-not-drive, pregnancy or out-of-state-transport text.
Notes on this section — 2
- The 7-point floor is our legibility recommendation, not a compliance threshold — do not design around it as one.
- Live artwork still carrying Missouri's pre-2023 medical transport and medical-use paragraph should be corrected before the next print run; it did not carry into the unified rules and will surface at item approval.
- Mark exact milligrams per serving.
- Show total serving and dosage information for the package.
- Package ceiling: 3 ounces of dried, unprocessed marijuana or its equivalent.
- No per-serving or per-package THC milligram cap — the milligram figures are disclosure, not a limit.
- Opaque material — contents not visible through the package.
- Submit packaging and labeling for state review and approval before sale.
- Build the approval cycle into the print schedule; the approval number itself is a required label element.
- Resealable closure required on marijuana product packages.
- Seeds and plants are exempt from the resealable requirement.
- Required packaging and labeling elements must not be easily removed or separated from the package.
- That constrains label stock, liner and adhesive selection, not just artwork.
- Do not put a required element on a part of the package that has to be torn off to reach the product.
Notes on this section — 1
- Two different subsections: the resealable requirement is at (1)(B)3, and the do-not-remove requirement at (5). Citing (5) alone leaves the resealability requirement unsupported.
- One primary color, plus up to two logos or symbols in a different color.
- A logo or symbol may be no wider than the length or the height of the word Marijuana on the package.
- Permitted elements are closed, not illustrative: palette, logos, product name, side-effect text, QR code.
- The same closed list expressly extends to exit packaging.
- No packaging in the shape of a human, animal, or fruit.
- All marijuana products require state review and approval of packaging and labeling before sale.
- Humidity control packets are allowed if they use FDA-approved food contact substances and the item approval application notes their inclusion.
- A permission the agency granted, not a mandate. Confirm it still stands.
Notes on this section — 2
- As of September 2026 no amendment to 19 CSR 100-1.120 has been made. The codified rule still carries its original history: filed January 20, 2023, effective July 30, 2023.
- 19 CSR 100-1.070 and 19 CSR 100-1.100 do not govern packaging — ignore them if cited to you.
