Cannabis Packaging Requirements
Michigan cannabis packaging is regulated by the Cannabis Regulatory Agency (CRA). The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 6 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements

- Any size is compliant — run it smaller on pre-roll tubes and slim vape cartons.

Notes on this section — 1
- Contrast guidance is ours, not the state's.
- It only has to appear on the label of the container, bag, or product.
- Royal Supply convention: principal display panel.
Notes on this section — 1
- Front-panel placement is our convention, not a Michigan requirement.
- michigan.gov/cra — JPG and EPS.

Packaging & Labeling Rules
- Edibles: child-resistant to 16 CFR 1700.15 — the federal standard for packaging significantly difficult for under-fives to open.
- Multi-serving edibles: also resealable to that same 16 CFR 1700.15 standard.
- All categories: the container, bag, or product must be sealed as well as labeled.
- Royal Supply house standard — stricter than the Michigan rule. 16 CFR 1700.15 child-resistant across every category.
- Royal Supply house standard — stricter than the Michigan rule. Tamper-evident closure to satisfy the sealing requirement.
Notes on this section — 2
- Child-resistant closures on non-edible categories are our recommendation, not a Michigan rule.
- Tamper-evident is our chosen way to seal; the rule says seal, not how.
- Cultivator or producer name and state license number, plus the statewide-monitoring-system package tag.
- Packaging licensee name and license number, if different from the producer.
- Harvest date, if applicable.
- Strain name, if applicable — still in force today.
- Net weight, US customary or metric.
- Lab-reported THC and CBD concentration.
- Statement that the actual value may vary from the reported value by 10%.
- Activation time, in words or a pictogram.
- Testing lab name and any test analysis date.
- The universal marihuana symbol published on the agency's website.
- The five warning statements — see the warnings list.
- Pregnancy statement sits inside a continuous heavy line, unbroken on all four sides.
- Infused products (edibles, tinctures, topicals, beverages): product-name modifier — marijuana product, THC product, or cannabis product — in the same or a larger font than the product name.
- Infused products: ingredients in descending order by weight, net weight or volume, production date, and all non-marihuana inactive ingredients.
- Edibles: allergen labeling, plus 21 CFR part 101 labeling if any health or nutrition claim is made.
- Date fields — edibles need production AND expiration; other infused products need production only; flower, concentrate and vape need neither.
- Do not add an expiration date where none is required: a printed date creates a sell-by bar on product that would otherwise have none.
- Edible expiration date is set by the producer from product quality, the packaging, and customary conditions to sale — a barrier or seal change can force a new date.
- Once an expiration label is affixed, no one may alter that date or apply a label bearing a later one.
- Reserve a legible date field sized for the producer's coding method — inkjet, thermal transfer, or hand-stamp — clear of where the monitoring-system tag lands.
- The 3.5 x 5 inch retail pamphlet is a dispensary handout. Never print it on the package.
- Cartridges and inhalable concentrates: whether they count as infused product for the production-date element is unsettled — MMFLA and MRTMA definitions read differently. Check before advising a cartridge customer.
Notes on this section — 4
- The product-modifier font size is CRA Advisory Bulletin 9/2/2022 enforcement history, not codified rule text.
- Date-field size and placement are Royal Supply recommendations, not Michigan requirements.
- Rules in force are the 2020 AACS set as amended by 2022 MR 5. Do not cite R 420.405 to R 420.405b numbering — that renumbering is proposed only.
- The codified copy gives the pamphlet statement as "National Poison Control Center Hotline 1-800-222-1222" — same digits as the package statement, with the word Hotline added. R 420.504(4).
- Print the agency's published universal symbol on the container, bag, or product label.
- No minimum size — any size is compliant, so a slim vape carton or pre-roll tube can run it small.
- Royal Supply house size: 0.75 x 0.75 in.
- Royal Supply convention: principal display panel.
Notes on this section — 1
- The 0.75 in size and the front-panel placement are ours, not Michigan's — neither carries a compliance penalty.
- Always: the impaired-driving statement.
- Always: the National Poison Control Center statement.
- Choose one for-use-by statement. The 21-and-older statement is the default.
- The registered-patient statement replaces it when the product exceeds MRTMA maximum THC. Never print both.
- Keep out of reach of children is the tail of whichever for-use-by statement you use, not a free-standing line.
- Always: the pregnancy and breastfeeding statement, in clearly legible type inside a continuous heavy line unbroken on all four sides.
- No point size or rule weight is specified for that box.
Notes on this section — 2
- All five statements are confirmed character for character against the codified copy of R 420.504(1)(j).
- Two of them are set in the rule with punctuation that is easy to lose: the poison-control line has no colon and does carry a full stop, and the pregnancy statement is codified entirely in capitals.
- Print lab-reported THC and CBD concentration.
- Add the statement that the actual value may vary from the reported value by 10%.
- Multi-serving edibles must be in a resealable container.
Notes on this section — 1
- A pending rule package would require serving size and dose on each product, and single-serving edible packaging or a scoring or measuring device. It has not been filed with JCAR — do not design to it yet.
- Edibles: opaque, child-resistant container meeting 16 CFR 1700.15.
- Flower, pre-rolls, vape hardware, concentrates, topicals: clear jars, clear tubes and window pouches are all legal.
Notes on this section — 1
- Opacity on non-edibles is our recommendation only. A buyer who wants a window should get one — the cheaper option is the compliant option here.
- Multi-serving edibles: resealable package or container meeting 16 CFR 1700.15.
- Single-serving edibles: child-resistant, but no reseal required.
- Non-edible categories: no Michigan reseal mandate.
Notes on this section — 2
- Reseal and child-resistant are separate requirements — do not treat one as satisfying the other.
- Resealable closures outside multi-serving edibles are our recommendation, not Michigan's.
- Edibles may not be associated with cartoons, toys, or colors and designs that appeal to minors.
- No human, animal, or fruit shapes, and the product must be distinguishable from commercially sold candy.
- Keep printing to the rules in force: 2020 AACS as amended by 2022 MR 5, effective March 7, 2022.
- Plan ahead for inner-package labeling support and serving-size identification, but do not print to them yet.
- Expiration dating is R 420.403(11). Any older Royal Supply material citing R 420.403(8) is wrong.
Notes on this section — 4
- Rule package 2023-025 LR is not law. MOAHR approved it May 11, 2026, but it has not been filed with JCAR.
- A second comment period and hearing came first: hearing July 23, 2026, comments closed July 24, 2026. No JCAR filing as of September 1, 2026 — the codified rules carry no amendment after the 2022 set.
- If adopted it would renumber labeling out of R 420.504, repurpose R 420.403 as infused beverages, require serving sizes and doses, require single-serving edible packaging or a scoring device, extend labeling to inner packaging, and drop the strain-name element.
- Re-verify this page before any 2027 reprint.
