Universal Symbol Requirements

Symbol Specifications

SymbolArkansas Universal Cannabis Symbol (the 'AM' mark)
Minimum SizeThe state floor is wider than tall, and well under our house spec.
  • State minimum: 0.48 in wide by 0.35 in high — wider than tall, and confirmed against the Department's own rule.
  • Royal Supply house standard — stricter than the Arkansas rule. 0.75 in (19.3 mm) wide by 0.52 in (13.27 mm) high.
  • Cartridge boxes, pre-roll tubes and other small formats may print to the state minimum.
Notes on this section — 1
  • An 0.36 in figure that circulated on an internal sheet has no basis in the rule. 0.48 in by 0.35 in is the floor; anything at or above it complies.
ColorsMust contrast with the packaging background. No colors are specified.
PlacementPrincipal display panel, if applicable.
  • No quadrant rule.
  • No percentage-of-panel rule.
Notes on this section — 1
  • Our earlier wording, 'Visible on Primary Panel', names the same surface.
How To ObtainRequest the file from the state — the rule's download link is dead.
  • Arkansas Department of Health / Medical Marijuana Commission.
  • Ask for the symbol file and its size spec in writing.
  • dfa.arkansas.gov/office/medical-marijuana-commission

Required on every medical cannabis package.

  • Described in Royal Supply's own reference sheets as an 'AM' lettermark.
  • Sits on the principal display panel.
  • Only a cultivation facility or a dispensary may use it.
Notes on this section — 2
  • The 'AM' description is not confirmed from a state source. The rule names the symbol and sizes it but does not describe its artwork.
  • The download link written into the rule — healthy.arkansas.gov/Pages/MedMarijuana.aspx — no longer resolves. Request the current file from ADH before building new plates.

Design & Print Specs

FontsTimes New Roman, Helvetica or Arial — closed list
Font Minimum8 pt (18 pt on two concentrate statements)
PlacementPrincipal display panel; 0.48"×0.35" min
Bold RequiredYes ('DO NOT EAT' on concentrates and extracts)

Typeface and size are prescribed, not house preference: 8 point floor in one of three named fonts, rising to 18 point minimum for the concentrate/extract patient-use and pregnancy statements. Labels must also comply with NIST Handbook 130 (2017). Activation time must be disclosed. The symbol download link written into the rule no longer resolves — request the file from ADH.

Arkansas closes the quotation mark before the full stop in both places it prescribes this sentence, while closing it after the full stop on the patient-use and pregnancy statements in the same lists. The terminal period is therefore outside what the state prescribes here, and it is rendered that way above. Set it at 8 point or larger in Times New Roman, Helvetica or Arial. A trailing period is very unlikely to draw a finding either way; what matters is that the words are exact.
All medical cannabis products — usable marijuana, and cannabinoid concentrates and extracts.

This product is not approved by the FDA to treat, cure, or prevent any disease
Flower / usable marijuana1
Arkansas writes "qualified" in the usable-marijuana section and "qualifying" in the concentrate and extract section. Both were read from the Department's own rule text and both are correct as written — do not normalise one to the other. This flower rendering sits at the general 8 point floor, not the 18 point minimum that applies to the concentrate and extract rendering.
Usable marijuana (flower).

For use by qualified patients only. Keep out of reach of children.
Concentrates, extracts and edibles1
Keep "qualifying" here. Do not normalise it to the flower wording. This is one of the two statements Sec. V(D)(2)(c)(i) requires at 18 point minimum — the largest type Arkansas mandates anywhere on a label.
Cannabinoid concentrates, extracts and edible products.

For use by qualifying patients only. Keep out of reach of children.
All products1
The concentrate and extract rendering carries an 18 point minimum under Sec. V(D)(2)(c)(i). The usable-marijuana rendering does not — it sits at the general 8 point floor. Same words, two different type sizes depending on the product.
All medical cannabis products — usable marijuana, and cannabinoid concentrates and extracts.

Marijuana use during pregnancy or breastfeeding poses potential harms.
Concentrates, extracts and edibles1
Set in bold capital letters — the rule fixes both. It sets no size for this line beyond the general 8 point floor, in Times New Roman, Helvetica or Arial.
Cannabinoid concentrates and extracts. Dropped where the concentrate or extract is intended for human consumption, so edibles do not carry it.

DO NOT EAT
Exit packaging1
The wording differs from the product-label line: exit packaging reads "out of the reach of children", where the product label reads "out of reach of children". One word apart, two different prescribed strings. Set it as written and never merge it into a retail package copy block.
Exit packaging — the bag or container the dispensary hands the patient. This is separate from the product label.

Packaging & Labeling Rules

Child-ResistantEvery product reaches the patient in a sealed, child-resistant container.
  • Sealed, traceable and food compliant.
  • Child-proof: either it cannot be opened by a child, or it prevents ready access to a toxic or harmful amount of the contents.
  • Tested by the method at 16 C.F.R. 1700.20 as that section existed on January 1, 2017 — a fixed-date incorporation, so later revisions of the federal test do not move the Arkansas standard.
  • Never shaped or designed in a way likely to appeal to minors: nothing modelled on a non-cannabis product marketed to children, nothing in the shape of or depicting an animal, vehicle, person or character, and nothing closely resembling familiar food or drink including candy.
  • Applies to all product types — Arkansas is medical-only.
Notes on this section — 1
  • Royal Supply asks converters for a child-resistance test certificate. That is our sourcing standard. The rule requires the package to meet the 1700.20 method; it does not require a certificate, a filing or a submission.
20 CAR 810-1301(a)(2)(B), (a)(2)(C); 16 C.F.R. 1700.20 (as existing January 1, 2017)
LabelingArkansas fixes the label element list. Build the panel from it, then add the warning statements for the product type.
  • Flower: producer's business or trade name and facility number; the packager or distributor's name if different; unique identification number; date of harvest; strain name; net weight in both U.S. customary and metric units; THC and CBD concentration; activation time in words or a pictogram; testing lab name, test batch number and analysis date; the universal symbol; and the three flower warning statements.
  • Concentrates and extracts: facility name and number; packager or distributor if different; unique identification number; product identity (concentrate or extract); the date it was made; net weight or volume in both unit systems; serving size and servings per container, or the amount suggested for use at one time, where applicable; THC and CBD by weight or volume both per suggested amount and per container; activation time; lab name, batch number and analysis date; the universal symbol; and the four concentrate warning statements.
  • Every container needs a principal display panel carrying product identity, net weight and the universal symbol.
  • The label goes on the container and on any packaging used to display the item for sale.
  • Labels must comply with NIST Handbook 130 (2017), Uniform Packaging and Labeling Regulation, incorporated by reference.
  • Small containers: where there is genuinely not room, the container may carry a reduced set — principal display panel information, facility name and number, the package unique identification number, THC and CBD concentration, and the required warnings. Everything else moves to an outer container, an outer package, or a leaflet that travels with the product.
  • That small-container relief does not apply to a container placed inside display packaging — the display packaging must carry the full label.
  • Multiple labels on one container are allowed.
  • Re-using a package means removing the old labels, not covering them.
  • More than one test batch, lab or analysis date means listing every one of them.
  • THC and CBD figures must be the values the testing laboratory calculated.
Notes on this section — 2
  • Two elements previously listed here — a "Product Contains" statement and an explicit "Cannabis Form: Flower, Concentrate or Edible" line — appear nowhere in Sec. V. They have been removed. Product identity is required, and it is required by name only in the concentrate and extract list and on the principal display panel.
  • Sec. V is written around usable marijuana and around cannabinoid concentrates and extracts. It never uses the word edible. Where an edible contains a concentrate or extract it is laid out to the Sec. V(C) list, which is how this page treats it, but that mapping is a reading of the rule rather than something the rule states.
ADH Rules Sec. V(B)(1)(a)-(m); Sec. V(C)(1)(a)-(l); Sec. V(D)(1)-(5), (9)-(11)
THC SymbolThe Arkansas universal cannabis symbol goes on the principal display panel.
  • State minimum: 0.48 in wide by 0.35 in high — wider than tall.
  • Royal Supply house standard — stricter than the Arkansas rule. 0.75 in (19.3 mm) wide by 0.52 in (13.27 mm) high.
  • Small formats — cartridge boxes, pre-roll tubes — may print to the state minimum.
  • Must contrast with the background and stay legible.
  • No quadrant rule and no percentage-of-panel rule.
Notes on this section — 2
  • The symbol artwork link written into the rule no longer resolves — request the current file from ADH.
  • Only a cultivation facility or a dispensary may use the symbol.
ADH Rules Sec. V(D)(6)(a)-(c); Sec. V(D)(1)(c)
Health WarningsArkansas prescribes the exact warning sentences, and it prescribes the type they are set in.
  • Flower: FDA disclaimer, pregnancy statement, and patient use in the "qualified patients" wording.
  • Concentrates, extracts and edibles: FDA disclaimer, pregnancy statement, and patient use in the "qualifying patients" wording.
  • DO NOT EAT on concentrates and extracts, bold capitals.
  • DO NOT EAT is dropped where the concentrate is meant to be eaten. Edibles never carry it.
  • Exit packaging carries its own line: Keep out of the reach of children.
  • Typeface is prescribed, and the list is closed: Times New Roman, Helvetica or Arial. Nothing else.
  • 8 point is the floor for every label element, warnings included.
  • Two statements jump to 18 point minimum: the concentrate, extract and edible patient-use line, and the concentrate, extract and edible pregnancy line.
  • The flower versions of those same two statements stay at the 8 point floor — the 18 point rule is scoped to Sec. V(C).
  • DO NOT EAT is set in bold capitals; the rule fixes the case and weight but not a size beyond the 8 point floor.
  • Labels must be in English, unobstructed and conspicuous, and must comply with NIST Handbook 130 (2017), Uniform Packaging and Labeling Regulation, incorporated into the rule by reference.
Notes on this section — 2
  • This corrects the opposite claim previously published here. The 8 point floor, the three-typeface list and the 18 point minimum are Arkansas requirements at Sec. V(D)(2)(c) and (c)(i), not Royal Supply house settings, and a label set outside them does not comply.
  • Flower reads "qualified" and concentrates read "qualifying". Both spellings are in the rule text as written; do not normalise them to each other.
ADH Rules Sec. V(B)(1)(k)-(m); Sec. V(C)(1)(l)(i)-(iv); Sec. V(D)(2)(a)-(e); Sec. V(D)(8); Sec. V(D)(12)
Serving SizeAn activation time must appear on the label, but Arkansas sets no figures — the licence holder prints their product's real onset.
  • Activation time may be words or a pictogram.
  • No THC cap per serving and no cap per package.
  • Whatever figure you print must be truthful and not misleading.
  • Royal Supply default: Concentrates = Immediate (may vary).
  • Royal Supply default: Flower and Edibles = Up to Two Hours (may vary).
  • Override the default when the product differs — a fifteen-minute edible says fifteen minutes.
Notes on this section — 2
  • The activation figures above are ours, not the state's.
  • Concentrates and extracts carry additional serving disclosures at Sec. V(C)(1)(g)-(h) that this page has not previously listed. Read that section when laying out a concentrate panel.
ADH Rules Sec. V(B)(1)(h); Sec. V(C)(1)(g)-(i); Sec. V(D)(7)
Opaque PackagingArkansas has no opacity rule. Containers must be sealed, traceable and food compliant — a window or a clear body breaks nothing.
  • Every medical marijuana container must be sealed, traceable and food compliant.
  • No opacity, light-resistance or single-colour requirement appears in the Commission's packaging rule or in the Department's labeling rules.
  • Choose opaque stock for product protection or shelf presentation if you want it — not because the state requires it.
  • What the state does police is appearance: nothing shaped or designed in a way likely to appeal to minors.
Notes on this section — 1
  • This corrects an opacity requirement previously published here without a citation. Neither Sec. V of the ADH labeling rules nor 20 CAR 810-1301 contains the word opaque.
20 CAR 810-1301(a)(2)(B)(i), (a)(2)(C); no opacity provision in ADH Rules Sec. V or 20 CAR 810-1301
ResealableArkansas does not require resealability, but on multi-use packs the reclosing feature may be what keeps the child-resistant certificate valid.
  • Single-use and single-dose: a sealed, child-resistant container satisfies the rule.
  • Multi-use and multi-dose: do not move to a non-reclosing closure without confirming the CR certificate still covers it.
Before you print
  • Royal Supply is confirming with our certificate supplier which multi-use formats depend on reclosing. Treat it as load-bearing until that comes back.
Notes on this section — 1
  • Certification under 16 C.F.R. 1700.20 tests the package closed back up, so reclosing can be load-bearing.
20 CAR 810-1301(a); 20 CAR 811-102; 16 C.F.R. 1700.20
Notable RulesContent and shape restrictions, plus items to watch.
  • No untruthful or misleading statements, including unsupported health claims.
  • Nothing attractive to minors.
  • No animals, vehicles or characters.
  • No resemblance to familiar food or drink, including candy.
  • Activation time must appear; the figure is the licensee's to supply.
  • DO NOT EAT belongs only on concentrates and extracts, never on edibles.
  • A product falling into more than one category carries both categories' labeling — the single exception being DO NOT EAT, dropped where the product is meant to be eaten.
  • Type is regulated: 8 point floor, Times New Roman, Helvetica or Arial only, 18 point minimum on two concentrate statements.
Notes on this section — 3
  • DO NOT EAT on our flower plates is Royal Supply house practice, not an Arkansas requirement.
  • A "Cannabis Form" line naming Flower, Concentrate or Edible was previously listed here as required on every label. No such element appears in Sec. V and it has been removed.
  • Not in force: a respecification of the universal symbol and a 10 mg per portion edible cap have been discussed. Design to the rules as they stand; do not pre-build artwork to either.
ADH Rules Sec. V(D)(2)(c); Sec. V(D)(7); Sec. V(D)(8); Sec. V(C)(1)(l)(iii); 20 CAR 810-1301(a)(2)(C)
