R. 6.1.4(3) quotes this string in sentence case. MSDH's own Packaging and Labeling Guide sets it in full capitals. Both carry the same words and the rule prescribes no capitalization, so either passes — but the codified form is the one shown here. Note Mississippi says "out of reach", with no "the".

Required content — your wording

Mississippi State Dept. of Health, Medical Cannabis Program (MMCP) requires this information but does not fix the sentence. Write your own copy; the agency approves it.

A notice of the potential harm from consuming medical cannabis, written by the licensee.
Royal Supply recommendations2
Not required by Mississippi rule or by the MMCP labeling guide. Royal Supply recommends keeping it — it is sound copy and nothing prohibits it — but omitting it is still compliant.

For use only by registered qualifying patients. Possession without a valid medical cannabis card is a criminal offense.
Product-specific1
R. 6.1.4(9) quotes the string in lower case; MSDH's guide renders it "Extremely Potent". The rule prescribes only the words, not the case. The trigger is strictly above 30% total THC — do not run this statement at or below 30%, because calling a 15% flower extremely potent is itself exposure under the prohibition on misleading statements. Flower and trim are capped at 30% total THC, so in practice it triggers on concentrates, tinctures, oils, vapes and edibles.

extremely potent
Royal Supply recommendations1
In no Mississippi rule and in no MMCP guidance — nobody is asked to print it and nobody breaks a rule by printing it. Royal Supply narrowed it to ingested and inhaled products: on a topical or a suppository it would tell the patient to consume more of a product whose own required line says do not eat or smoke.
Products that are swallowed or inhaled — edibles, tinctures, oils, concentrates, vape cartridges and flower. Not for topicals or suppositories.
Royal Supply recommended

Not required by Mississippi State Dept. of Health, Medical Cannabis Program (MMCP). This is Royal Supply's own compliance-tested language, offered as good practice.

Start with a very small amount and wait to feel the full effects before consuming more.
Product-specific3
This is codified, not guidance: R. 6.1.7 says all labeling on topical products shall also state this, and quotes it in title case with an en dash and no terminal period. MSDH's Packaging and Labeling Guide renders the same sentence in full capitals with a hyphen. The words are the requirement; case and dash style are not prescribed.

Packaging & Labeling Rules

Child-ResistantEvery package of usable cannabis has to be child-resistant at the point of sale.
  • Child-resistant container required on all usable medical cannabis and cannabis products, at the point of sale or transfer.
  • Any package holding more than one serving is also resealable to 16 CFR 1700.15 — any product type, not just edibles.
  • Single-serving packs still have to be child-resistant; they just do not have to reseal.
  • Packaging must protect the product from contamination.
  • Packaging must not impart any toxic or deleterious substance to the product.
Notes on this section — 1
  • No state-approved CR test lab or certification filing is identified; supplier CR certification to 16 CFR 1700.15 is the working evidence.
15 Miss. Admin. Code Pt. 22, R. 6.1.4(4), R. 6.1.9(3)-(6); 16 CFR 1700.15
LabelingMississippi fixes a list of elements every medical package must carry, and MSDH's guide adds placement and legibility on top.
  • Product name — no candy-related names.
  • Batch number.
  • Unique identifier from the seed-to-sale tracking system.
  • Total THC and total CBD as verified by the licensed testing facility.
  • Terpenoid profile where it applies.
  • Notice of the potential harm from consuming medical cannabis.
  • Net quantity or weight of contents.
  • Guide overlay, not codified rule: express net weight in US and metric units, in the bottom third of the primary display panel.
  • Onset time.
  • Ingredients in descending order by weight.
  • Allergen disclosure.
  • Nutritional fact panel on anything ingested.
  • Licensed facility name, license number and address.
  • Set all required content in plain, readable type.
  • A QR code may carry extra information but replaces no required element.
  • Royal Supply extra: print the testing date. Not on the state's list, costs almost no space, helps a buyer trace a batch.
Before you print
  • No minimum type height is stated — the rule asks only for plain, readable type. Confirm a floor with MMCP before setting small print.
Notes on this section — 2
  • R. 6.1.4(11)(d) asks only for net quantity or weight of contents. The dual US-and-metric expression and the bottom-third placement come from MSDH's Packaging and Labeling Guide, which routes them through the federal Fair Packaging and Labeling Act (15 U.S.C. ch. 39) and 21 C.F.R. Part 101 Subpart B rather than through Subpart 6.
  • Business-to-business transfers between cultivation and processing facilities carry their own four-item label under R. 6.1.10: the transferring licensee's name and licence number, the batch number, the date of harvest or production, and the seed-to-sale unique identifier.
15 Miss. Admin. Code Pt. 22, R. 6.1.4(11)(a)-(k), 6.1.6, 6.1.10; MMCP Packaging & Labeling Guide v1.0 (Jan. 2024)
THC SymbolVerified cannabinoid figures go on every label; the state cannabis symbol goes on edibles.
  • Total THC and total CBD, as verified by the licensed testing facility.
  • Terpenoid profile where applicable.
  • Over 30% total THC: the label must also carry the words extremely potent.
  • Edibles: carry the Mississippi standard cannabis symbol when practicable.
  • No symbol required on flower, vapes, concentrates, tinctures, topicals or suppositories.
Notes on this section — 2
  • "When practicable" is undefined in rule — treat the symbol as required on edibles unless the pack physically cannot carry it.
  • No size, color or panel spec exists for the symbol, so there is nothing to design against.
15 Miss. Admin. Code Pt. 22, R. 6.1.4(11)(h)-(i), 6.1.4(9)
Health WarningsTwo warning elements are mandatory on every package; most of the rest is voluntary.
  • Keep out of reach of children — prescribed wording at R. 6.1.4(3).
  • Topicals: For Topical Application – Do Not Eat or Smoke — prescribed wording at R. 6.1.7.
  • Over 30% total THC: extremely potent — prescribed wording at R. 6.1.4(9).
  • Notice of potential harm from consuming medical cannabis — mandated substance, licensee's own sentence.
  • Edibles: potency-variance disclosure (plus or minus 10%) — mandated substance, licensee's own sentence.
  • Suppositories: route-of-administration warning, from MSDH's guide rather than the rule.
  • Pregnancy/breastfeeding and patient-only-possession lines are Royal Supply copy, not state requirements.
Notes on this section — 3
  • Three statements are codified with their words quoted: the children's line, the topical line and the high-potency line. Mississippi does not prescribe their capitalization, and MSDH's own guide renders all three differently from the rule.
  • The suppository sentence is guide wording only — R. 6.1.7 names topical products.
  • The harm notice and the variance disclosure are licensee-drafted — do not quote our sample sentences as state text.
15 Miss. Admin. Code Pt. 22, R. 6.1.4(3), 6.1.4(9), 6.1.4(10), 6.1.4(11)(j), 6.1.7
Serving SizeEdible labels must let a patient work out a dose, and potency is capped by percentage rather than by milligrams.
  • Edibles: state the single serving size.
  • Edibles: label in a manner that indicates the number of servings of THC in the product.
  • Edibles: state that potency was tested with an allowable variance of plus or minus 10%.
  • Every package: total THC and total CBD in the product, as verified by the cannabis testing facility.
  • Potency must test within plus or minus 10% of the label claim, or the product is repackaged to the actual concentration.
  • Edibles must be homogenized to ensure uniform distribution.
  • No mg-per-serving cap and no mg-per-package THC cap.
  • Flower and trim: 30% total THC maximum.
  • Tinctures, oils and concentrates: 60% total THC maximum.
  • No images or characters on edibles likely to appeal to minors.
Notes on this section — 3
  • The June 2026 edition of R. 6.1.4(10) no longer asks for a clear determination of total THC in a single serving and in the entire package. What survives is the servings count, the single serving size and the variance statement. The package-level total THC figure is still required, but by R. 6.1.4(11)(h).
  • Mississippi prescribes no shape for a moulded edible. Earlier copy here said moulded edibles must be geometric shapes; that requirement appears nowhere in Subpart 6 or in MSDH's Packaging and Labeling Guide, and it has been removed.
  • Because there is no mg cap, dose math on the label is the licensee's own statement — have the testing COA on file to back it.
15 Miss. Admin. Code Pt. 22, R. 6.1.4(10), R. 6.1.4(11)(h); homogenization at R. 5.1.4; potency ceilings at R. 5.4.6
Opaque PackagingPackaging must be opaque AND light-resistant — two separate specifications, and the second one drives the material.
  • Opaque on all sides — no window, no clear panel.
  • Light-resistant as well. An opaque stock that still passes light is not enough.
  • Packing must fully enclose the product so it cannot be seen from outside the packaging.
  • The Department does not specify package coloring, so any colour is open provided it clears the attractive-to-minors rules.
15 Miss. Admin. Code Pt. 22, R. 6.1.9(1)-(2)
ResealableAny package holding more than one serving must reseal — not just edibles.
  • More than one serving in the package: resealable container meeting the effectiveness specifications in 16 CFR 1700.15.
  • This sits in R. 6.1.9, which applies to all usable retail-ready cannabis and cannabis products. Flower, tinctures, vapes and concentrates are all in scope.
  • Single-serving packages: no resealability requirement.
  • The closure has to keep meeting 16 CFR 1700.15 after resealing, so pair it with the child-resistant requirement rather than treating them separately.
Notes on this section — 1
  • Earlier copy here scoped this to multi-serving edibles and told buyers that non-edible products never need to reseal. R. 6.1.9 is not limited by product type.
15 Miss. Admin. Code Pt. 22, R. 6.1.9(5)-(6); 16 CFR 1700.15
Notable RulesMississippi polices how a package looks as tightly as what it says.
  • Nothing that targets children — no toys, no cartoon characters.
  • No candy-related product names, including alternate spellings such as kandy.
  • No candy-look imagery.
  • Nothing confusable with a commercial candy, snack, baked good or beverage.
  • Nothing confusable with a trademarked product.
  • No health or physical benefit claims.
  • No government seals, crests or insignia.
  • No bubble-type or cartoonish fonts for product names.
  • Artwork may depict only the business name and logo — no other images.
  • A QR code does not replace required label content.
  • Every package carries the seed-to-sale unique identifier.
  • No state color spec for packaging — the Department does not specify coloring.
Notes on this section — 2
  • MSDH's Packaging and Labeling Guide sits beneath Subpart 6 as agency guidance, not as law; several of the look-and-feel calls originate there.
  • "Images other than business name and logo" is broad — run decorative or pattern artwork past MMCP before committing a print run.
15 Miss. Admin. Code Pt. 22, Subpart 6 (R. 6.1.1-6.1.10), R. 6.1.4(1)-(2), 6.1.4(5)-(8); MMCP Packaging & Labeling Guide v1.0 (Jan. 2024)
