Oregon
Cannabis Packaging Requirements
Oregon cannabis packaging is regulated by the Oregon Liquor and Cannabis Commission (OLCC). The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 15 required warning statements. Artwork must be approved by the state before printing. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- Universal: 0.48 in wide x 0.35 in high.
- Hemp: 0.48 in wide x 0.35 in high.
- Medical Grade: 0.35 in diameter.
- ASTM: 0.5 in wide x 0.5 in high.
Notes on this section — 1
- The Hemp Symbol floor is codified at OAR 845-025-7030(9) and happens to match the Universal Symbol. Our page previously said no hemp size was published, which was wrong.
- Universal: red, black and white.
- Hemp: green, black and white.
- Medical Grade: as published by OLCC.
- ASTM: light- and dark-background versions.
- Enlarging any of them is permitted; the rule bars every other modification, colour and shape included.
Notes on this section — 1
- OAR 845-025-7030(7) and (9) say the symbol may not be modified 'other than the size, which cannot be below the minimum size in this rule'. So scale up freely — just never down, and never recolour or reshape.
- Medical Grade Symbol sits on the same panel, in addition to the Universal Symbol.
- Cartridges and vaporizing devices: symbol on the device label, remaining information on the packaging.
- Pre-approval page: https://www.oregon.gov/olcc/marijuana/pages/packaginglabelingpreapproval.aspx
- All four marks: OLCC Marijuana and Hemp Symbols page.
Four marks; a package carries one or two.
- Universal Symbol: adult-use cannabis products.
- Hemp Symbol: hemp-derived products.
- Medical Grade Symbol: added alongside the Universal Symbol on medical grade cannabinoid products, concentrates and extracts.
- ASTM Symbol: hemp items sold to adults 21 and over outside licensed dispensaries.
Notes on this section — 1
- The ASTM requirement sits on OLCC's symbols page; no codified subsection pinned.

Four distinct symbols exist (Universal, Hemp, Medical Grade, ASTM). Hemp symbol floor is also 0.48"×0.35". Size is the only permitted change — enlarging is allowed, recolouring and reshaping are not. Pre-approval required, and the approval number prints on the outermost container.
Warning Statements (15)

Packaging & Labeling Rules
- Cannabinoid products, concentrates and extracts: resealable and continually child-resistant.
- Usable marijuana: single-use child-resistant is enough.
- Immature plants and seeds: exempt.
- Certify to the federal 16 CFR 1700 standard through a qualified third-party testing firm.
- A certified child-resistant container needs no additional exit bag.
- Type height: at least 1/16 inch measured on the uppercase K, in a typed legible font contrasting sufficiently with the background.
- Every label must be unobstructed and conspicuous, and comply with NIST Handbook 130 (2016).
- Principal display panel carries product identity, net quantity and the applicable symbol.
- If an inner container sits inside an outer one, both need a principal display panel.
- Jars 1.75 in or less in height with a lid 2 in or less wide: the principal display panel goes on the top of the lid.
- Product identity in bold, sized in relation to the most prominent printed matter on the panel, parallel to the base the package rests on.
- Net quantity declaration: bold type, in the bottom 30 percent of the principal display panel, in lines parallel to the base.
- Net quantity must be set apart on all sides by at least a space equal to the height of its own lettering.
- Submit packaging and labels to OLCC for pre-approval before sale, then print the approval number prominently on the outermost container.
- Cartridges and vaporizing devices: the device label carries only the universal or hemp symbol; everything else moves to the packaging.
- A product in more than one category takes every category's label set.
- Small and tiny containers may use a peel-back or accordion label, if a consumer can tell it holds important information.
- From January 1, 2026: edibles use a nutrition information format from 21 CFR 101.9(c), as reproduced on pages 2 to 10 of the rule's Table 1.
- Edibles, tinctures and capsules tested on or after January 1, 2025: if delta-9-THC is under 90 percent of total THC, print delta-9-THC and THCA separately.
- Single-serving edibles may omit the servings-per-container declaration if the label says plainly that the package is a single serving.
Notes on this section — 4
- The net quantity rule is the one that quietly fails a proof: bottom 30 percent of the panel, bold, with clear space equal to its own cap height on every side. It is a layout constraint, not a copy constraint.
- The January 2026 nutrition template is codified at OAR 845-025-7030(19)(b), amended by OLCC 6-2025 effective 01/01/2026 — not merely a bulletin, as this page previously said.
- The multi-category rule has two carve-outs: skip DO NOT EAT if the product is intended for human consumption, and skip BE CAUTIOUS if the effects are customarily felt immediately.
- From January 1, 2026 place of address comes off non-edible cannabinoid products while edibles, tinctures and capsules keep it. That change traces to Bulletin CE2025-07 rather than to 845-025-7030, so confirm it at pre-approval.
- Universal Symbol: 0.48 in wide x 0.35 in high minimum, red, black and white, on the principal display panel.
- Hemp Symbol: 0.48 in wide x 0.35 in high minimum, and it replaces the Universal Symbol on a hemp item rather than joining it.
- Medical Grade Symbol: 0.35 in diameter minimum, on the principal display panel in addition to the Universal Symbol.
- Medical Grade applies to medical grade cannabinoid products, concentrates and extracts processed by a licensee or medical processing site.
- ASTM Symbol: 0.5 in wide x 0.5 in high minimum, on hemp items sold to adults 21 and over outside licensed dispensaries.
- Any of these may be enlarged. Size is the only permitted change — colour and shape may not be altered.
- An item containing both industrial hemp and marijuana is identified as a marijuana item, so it takes the Universal Symbol.
Notes on this section — 2
- The ASTM requirement is stated on OLCC's symbols page; we have not pinned a codified subsection for it. The other three floors are codified at OAR 845-025-7030(7), (8) and (9).
- Our page previously said never to alter the Universal Symbol. The rule is narrower and more useful than that: enlarge as needed, never shrink below the floor, never restyle.
- Match every prescribed warning character for character.
- Two near-identical variants: the package reads "Keep out of reach of children."
- Exit packaging reads "Keep out of the reach of children."
- Assemble the block from the warning list on this page, not from one stock paragraph.
- Two different reduced label sets exist — small container and tiny container — and they carry different warnings. Never reuse either on a full-size label.
- A product falling in two categories carries both warning sets, except that DO NOT EAT drops off anything intended for human consumption and BE CAUTIOUS drops off anything whose effects are customarily felt immediately.
- Packaging and labeling may not be attractive to minors.
Notes on this section — 1
- The multi-category carve-out at OAR 845-025-7030(14) is what stops an ingestible concentrate carrying DO NOT EAT alongside the edible onset warning. Without it the two sets contradict each other.
- Adult-use edibles: 10 mg THC per serving, 100 mg THC per container.
- Declare serving size, THC per serving, and total THC and CBD per package.
- A stated THC value may not exceed the applicable maximum by more than 10 percent.
- Net quantity: fluid measure for liquids, weight for solids and semi-solids.
Notes on this section — 2
- A 55 mg total delta-9 THC threshold opens alternative packaging options; the figure itself is confirmed.
- The scoring and segmentation definitions that go with it were not retrieved — confirm with OLCC before designing to that threshold.
- Do not buy opaque stock on Oregon's account.
- Do not imitate shapes, designs or flavors likely to appeal to minors.
- Confirm opacity state by state before standardizing stock across a multi-state run.
- Cannabinoid products, concentrates and extracts: resealable and continually child-resistant container.
- Or place the product inside an exit package meeting the same standard.
- Usable marijuana: single-use child resistance only, no reseal required.
- Additives are a manufacturing ban, not a label disclosure — no statement is required.
- The ban covers nicotine, caffeine, polyethylene glycol and anything raising potency, toxicity, addictiveness or carcinogenicity.
- OLCC pre-approval of packaging and labels is required before sale.
- Extended Producer Responsibility: producers must be registered; annual packaging reports were due August 31, 2025.
- First EPR fee payments are due July 1, 2026.
- Hemp Product Registry (HB 4121): all hemp products sold in Oregon must be registered with OLCC since January 1, 2026.
- Enforcement began June 1, 2026 — unregistered hemp items must be pulled, registered items need registry-compliant labeling.
- Trade samples must read TRADE SAMPLE NOT FOR RESALE from January 1, 2026.
Notes on this section — 3
- The trade sample requirement and the place-of-address change come from Bulletin CE2025-07, not codified rule. The nutrition template change is codified, at OAR 845-025-7030(19)(b).
- No extension to hemp registry enforcement has been announced; OLCC continues to pursue sales-to-minors and over-limit THC violations regardless of registry status.
- Hemp vapor items carry their own label set at OAR 845-026-7040, including an activation time expressed in words or a pictogram — an element that has no counterpart in the marijuana rules.
