Cannabis Packaging Requirements
Massachusetts cannabis packaging is regulated by the Massachusetts Cannabis Control Commission (CCC). The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 6 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- CONTAINS THC: 0.5 in x 0.5206 in (12.7 mm x 13.223 mm).
- NOT SAFE FOR KIDS: 0.5 in x 0.5 in (12.7 mm x 12.7 mm).
Notes on this section — 3
- Not a legal minimum — no customer is held to these numbers.
- The Commission publishes no symbol or packaging size guidance at all.
- Sizes come from our own design team's warning-symbols sheet, set to keep the artwork legible in print.
- CONTAINS THC: red triangle, black leaf, white field.
- NOT SAFE FOR KIDS: red octagon, white text.
- Do not recolor either mark.
Notes on this section — 1
- Contrast against the surrounding panel is a Royal Supply recommendation, not a codified rule.
- Mandatory: each single serving inside a multiple-serving edible package carries the Commission's marijuana symbol.
- Recommended: both marks prominently on the primary display panel.
- If the front panel is full, the marks may go elsewhere without breaking a rule.
Notes on this section — 3
- Front-panel placement is advice. The Commission preapproves artwork, and a clear front-panel mark is what clears review first time.
- The per-serving mark is tooling, not artwork — mold, embosser, stamp or food-safe print. Quote it at the mold stage.
- Medical parallel reads may be marked, not shall — a medical-only product carries no per-serving obligation.
- masscannabiscontrol.com — CONTAINS THC and NOT SAFE FOR KIDS.
- Pull fresh files and check the issue date before each print run.
Notes on this section — 1
- The marks are agency files referenced by the regulation, not reproduced in it, so they can change without a rule amendment.
Two Commission-issued marks, both required on every label.
- CONTAINS THC: red triangle, black cannabis leaf on a white field, wordmark below.
- NOT SAFE FOR KIDS: red octagon, white text.
- Place the supplied artwork. Do not redraw either mark.
- Maine adopted identical artwork — a useful cross-check.

Packaging & Labeling Rules
- Certify to 16 CFR 1700.
- Must be significantly difficult for a child under five to open.
- Multiple-use packages: resealable, and child-resistant again after every opening.
- Where child-resistant packaging of the product's own container is deemed Unreasonably Impracticable, ship it in a resealable, child-resistant exit package certified to 16 CFR 1700.
- That exit package prints KEEP OUT OF REACH OF CHILDREN at 10 point minimum, Times New Roman, Helvetica or Arial.
Notes on this section — 1
- Unreasonably Impracticable is a defined term the Commission applies. Do not spec the exit-package route without confirming it for the product.
- Type: 1/16 inch minimum, legible, on a firmly affixed label. Applies to all four lists.
- The four lists: flower, pre-rolls and shake; edibles; concentrates and extracts including vape cartridge fill; infused tinctures and topicals.
- Do not lay out a concentrate or vape against the flower list — it will be short of required elements.
- Licensee: name, registration number, business telephone, e-mail, and website if any.
- Product name.
- Net weight or volume in U.S. customary then metric, in that order.
- Full cannabinoid profile, including delta-9-THC and other cannabinoids.
- Edibles: cannabinoids stated per package and per serving, in absolute terms and as a percentage.
- Edibles: servings per package, and serving size in milligrams.
- Edibles: full ingredient list.
- Edibles: sodium, sugar, carbohydrate and total fat per serving, in grams.
- Edibles: allergen warning where nuts or other known allergens are present.
- Edibles: refrigeration instructions where applicable.
- Type of marijuana used, plus any processing technique or solvents.
- Date of creation, and the use-by or expiration date — which may not be altered.
- Batch number, sequential serial number, and bar code where used.
- Testing statement and seal: tested for contaminants, no adverse findings, plus the date of testing.
- Directions for use.
- Both Commission-issued marks: contains marijuana, and harmful to children.
- The warning statement for that product type.
- Commission preapproves packaging and labeling — build review time into the print schedule.
- Medical item numbers do not track adult-use. The adult-use edible list runs to 18 provisions, the medical one to 17. Verify each medical item individually.
Notes on this section — 1
- Element lists here are read from the Commission's codified copy of 935 CMR 500.000 in effect June 18, 2026.
- CONTAINS THC: red triangle, black cannabis leaf on white, wordmark below.
- NOT SAFE FOR KIDS: red octagon, white text.
- Place the Commission's supplied artwork. Do not redraw either mark.
- Pull current files from the CCC before each print run.
- Adult-use, mandatory: each single serving of an edible inside a multiple-serving package must be marked, stamped or imprinted with the Commission's marijuana symbol.
- That per-serving mark is tooling, not artwork — depositor mold, embosser, stamp or direct food-safe print. Quote it at the mold stage.
- No impracticability exception exists for the per-serving mark. The only alternative is not to sell the item as a multiple-serving package.
- Medical only: the medical rule reads may be marked, not shall — no per-serving obligation.
- Confirm against the CCC PDF before print.
Notes on this section — 2
- The marks are agency-issued files referenced by the regulation rather than reproduced in it, so they can change without a rule amendment.
- A later label revision cannot add the per-serving mark. Miss it at tooling and the format is dead.
- Pick the statement matching the product — the full text sits in the warnings panel.
- Edibles open with the delayed-onset sentence. Non-edibles do not carry it.
- Content covered: FDA non-approval, limited side-effect information and health risks, pregnancy and breast-feeding, driving and machinery, keep away from children.
- Closing sentence prints in full capitals; the sentences before it in sentence case.
- Type: 1/16 inch minimum, legible, firmly affixed.
Notes on this section — 3
- All four product-type label lists were read from the Commission's codified 935 CMR 500.000 in effect June 18, 2026. Three of the four carry the same statement; edibles carry the longer one.
- The longer legacy block some approved artwork still carries is not one of them — five of its sentences are in no label list. It is recorded in the warnings panel as unverified, not as a requirement.
- Vaporizer devices carry a terpene-source statement from the ingredient list at (5)(c)7., not from the warning list. It is easy to miss.
- 5 mg delta-9-THC maximum per serving, any marijuana product.
- 100 mg THC per edible package in total.
- The processor sets the serving size; the 5 mg ceiling does not move.
- Edible labels state servings per package and the serving weight in milligrams.
- Solid multi-serving edibles must be easily and permanently scored into individual servings.
- Where the form makes scoring impossible, the item may only be packaged as a single serving.
- Beverages: single-serving packaging only. Multiple-serving beverages are prohibited.
- Confirm before committing a package format.
Notes on this section — 3
- The 5 mg serving cap is subject to a testing variance the rule cross-refers to; the variance wording has not been read from an official copy.
- Scoring impossibility is decided by the Commission under its sub-regulatory guidelines — it cannot be argued from the regulation alone.
- Figures of 5.5 mg per serving, 20 servings and 110 mg per package appear in one rendering. Uncorroborated, deliberately not published.
- Opaque only. A window, a clear tube or a frosted film that lets contents show through will fail.
- Plain design: no bright colors, no cartoon characters.
- Packaging may not imitate or resemble an existing branded consumer product.
- Edibles may not be made in the distinct shape of a human, animal, fruit or piece of sporting equipment, or bear its likeness — cartoon renderings included.
- Commission preapproval required before the packaging is used.
- Multiple-use and multiple-serving packages: resealable, retaining child-resistant properties after each opening.
- Multiple-serving packages print INCLUDES MULTIPLE SERVINGS on the exterior.
- That statement sets at 10 point minimum, Times New Roman, Helvetica or Arial.
- An exit package used under the impracticability route must itself be resealable and child-resistant, certified to 16 CFR 1700.
- 5 mg per serving and 100 mg per edible package: unchanged by the 2026 law.
- Possession and purchase doubled to 2 oz flower, or 10 g concentrate, or 1,000 mg THC in edibles.
- Per-operator retail license cap raised from 3 to 6.
- Commission restructured from 5 commissioners to 3, all gubernatorial appointments.
- Emergency amendments took effect summer 2026 for three months; permanent adoption pending.
- Potency-label audit programme in force: labeled potency must fall within 75 to 125 percent of tested values.
- Until equivalency rules are final, retailers may not knowingly sell more than 2 oz or its combined dry-weight equivalent per customer per day.
Notes on this section — 4
- The Commission publishes a codified 935 CMR 500.000 effective June 18, 2026, listed as both current and emergency, with a redlined companion. That is the copy the packaging and labeling content here is read from.
- The emergency amendments carry the licence cap and the daily purchase limit. They did not move any packaging or labeling number.
- Potency and form-based conversion standards were still un-drafted as of September 1, 2026.
- An emergency regulation runs three months in Massachusetts, which puts the June 18 text at its three-month mark in the second half of September 2026. Re-checked September 1, 2026: the Commission still lists both 935 CMR 500.000 and 935 CMR 501.000 as Current Regulation and Emergency Regulation effective 06/18/26, with no notice of permanent promulgation. Nothing on this page depends on it — the emergency amendments carried the licence cap and the daily purchase limit, not a packaging or labeling number — but confirm the status before relying on the June 18 text for anything else on a long-lead print run.
