Florida
Cannabis Packaging Requirements
Florida cannabis packaging is regulated by the Office of Medical Marijuana Use (OMMU), Florida Department of Health. The market is medical only. Packaging must be child-resistant, must carry the state universal symbol, and must print 5 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- The MMTC's own logo is a separate, optional mark.
- Listed on this page previously as Florida MMTC Logo / Universal Cannabis Symbol.
- Receptacle: 1/4 inch wide by 1/4 inch high minimum.
- Receptacle: place it on the outer layer of the label, never an inner layer of a fold-out.
- Package: no less than 10 percent of the package's overall surface area.
- The 10 percent floor reaches every package type, edibles and smokable included.
- Keep the two figures apart - no 10 percent symbol on a cartridge label, no 1/4 inch symbol on a carton.
- The rule does not define how overall surface area is computed - all faces, one display panel, or the flat blank. Confirm with the department before quoting a dimension for a specific carton.
Notes on this section — 2
- The old department-approved size phrasing is retired; the rule now fixes the receptacle size.
- Do not write outer package - the rule says the package for surface area, and outer layer only for the receptacle label.
- Edible and smokable packages: plain, opaque, white.
- Derivative-product packages: one single solid colour, plus one accent colour if wanted.
- Edible individual wrapping: white.
- No neon. Metallic is not restricted — 64-4.219 bans neon only.
- Every receptacle - on the outer layer of the label.
- Every package.
- Every individually wrapped edible serving.
- MMTC logo: as shown in the department-approved design; no size or placement rules attach to it.
- Universal symbol artwork is developed by the department and is not ours to redraw.
- No public artwork download - obtain through OMMU.
- MMTC logo: department approval via OMMU at knowthefactsmmj.com.
Notes on this section — 1
- That approval route holds until Rule 64-4.218 is adopted.
Two marks. One is required, one is not.
- Universal symbol: required on every receptacle, package and individually wrapped edible serving.
- Department-developed artwork, incorporated by reference - not ours to redraw.
- MMTC logo: permitted, not required. One department-approved image.
- Every size and placement rule below belongs to the universal symbol. Sizing a brand logo to 1/4 inch satisfies nothing.
Notes on this section — 1
- Rule 64-4.218, which will govern the MMTC logo, was still not adopted as of 1 September 2026.

MMTC logo only — no other imagery. Edible individual wrapping: plain white, symbol only. Neon prohibited; metallic is not restricted.
Warning Statements (5)
Florida mandates what these must say, but fixes no wording — you write the sentence and the agency approves it. There is no verbatim text to copy, and any quoted Florida warning circulating in the trade is somebody's approved draft, not law.

Packaging & Labeling Rules
- Child-resistant receptacle on every usable product.
- Multiple-use products and multi-serving edibles: the receptacle must also reseal, and stay child-resistant after each use or serving.
- Single-serving and single-use products: child-resistant, but Florida imposes no resealability requirement.
- The requirement sits on the receptacle, not the outer package.
Notes on this section — 3
- Traced to Fla. Admin. Code R. 64-4.219(3)(a) in the adopted rule text.
- The rule states the requirement in those terms and sets no certification standard, no test method and no performance wording. Do not read a 16 CFR 1700 citation into it.
- Closure choice is part of the approved design; a different closure is likely a fresh department submission.
- Type: 6 point minimum.
- English.
- Label firmly affixed and readable.
- MMTC name.
- Batch number.
- Harvest number.
- Date dispensed.
- Dispensing physician's name.
- Dosage instructions.
- Label carries only information required or permitted by statute and rule - no free copy.
- Small receptacles: accordion, expandable, extendable or layered labels are allowed if nothing required is obstructed.
- No product images or graphics other than the department-approved MMTC logo.
- Rule text here is read from the adopted 64-4.219 filed with the Department of State, not from the proposed-rule publication.
Notes on this section — 1
- Receptacle, label and package all need department approval through the Rule 64-4.023 variance procedure before dispensing. Build review time into the schedule.
- THC concentration.
- CBD concentration - mandatory, not an optional addition.
- Lay out panel space for two figures.
- Product name, if applicable.
- Dosage form.
- The marijuana universal symbol is a separate requirement with its own size and placement rules - see the symbol specs, not this entry.
- Physical paper insert, inside the package, before dispensing.
- Seven statutory topics: clinical pharmacology; indications and use; dosage and administration; dosage forms and strengths; contraindications; warnings and precautions; adverse reactions.
- Serving size and dosage information ride on this insert.
- Insert carries the statutory information and nothing else, except what subsection (9) permits.
- Permitted extras: department-approved MMTC logo; information required by statute; a QR or similar code; a SKU or barcode; the cultivar name in black or white sans-serif, 12 point maximum.
- Instructions, health information and warnings and precautions are permitted - do not strip them off a compliant insert.
- No unsubstantiated claim that the product cures any medical condition.
- A QR code cannot stand in for the physical insert, and paper copies of the linked information must be given on request.
- Anything otherwise required by law or rule may still go on a receptacle or package.
Notes on this section — 2
- No mandated insert wording exists - the statute prescribes topics, not sentences. Do not work from a Florida insert template.
- Insert copy is approved case by case through the Rule 64-4.023 variance procedure.
- Dosage information is carried by the patient package insert.
- Edibles: each single serving individually wrapped in plain, opaque, white wrapping marked only with the marijuana universal symbol.
- Single-serving edibles: individually wrapped, then placed inside the receptacle.
- Multi-serving baked goods and drink powders: each single serving individually wrapped.
- Multi-serving lozenges, gelatins and chocolates: wrap as single servings or together as one multi-serving edible — the rule allows either.
- Royal Supply practice, not a Florida rule: state mg THC per serving and per package in the same format on both.
Notes on this section — 2
- No milligram-per-serving cap appears in the packaging rule. Dosing and supply limits sit in Fla. Admin. Code R. 64-4.224 - confirm those figures before designing a multi-serving format.
- The adopted 64-4.219 imposes no serving-size marking on the receptacle. What it requires is individual wrapping, at (5)(c). A previous version of this page described a marking requirement that the rule does not contain.
- Edible receptacles: plain, opaque and white.
- Smokable-form receptacles: plain, opaque and white.
- Packages for edibles and for marijuana in a form for smoking: plain, opaque and white.
- Receptacles for derivative products that are not edibles: a single solid colour, or clear. Where there is a lid, it matches that colour or is white.
- Packages for derivative products that are not edibles: one single solid colour, plus one accent colour if wanted. Text prints in a single solid colour.
- Edible individual wrapping: plain opaque white, marked only with the universal symbol.
- No neon colours anywhere.
- No product images or graphics other than the department-approved MMTC logo and the universal symbol.
Notes on this section — 4
- Clause mapping confirmed against the adopted 64-4.219: receptacles at (4), (5)(a) and (6)(a), packages at (7)(a)-(b) and (8)(a), edible wrapping at (5)(c), graphics at (3)(e).
- Neon is the only colour family the rule bans. A previous version of this page also listed metallic colours; that restriction appears nowhere in 64-4.219.
- Only edibles and smokable forms are described as plain, opaque and white. A derivative-product receptacle may be clear, which is not what an earlier reading of this rule assumed.
- A new accent colour on an approved carton is likely a fresh department submission.
- Multiple-use usable products: resealable receptacle required.
- Multi-serving edibles: resealable receptacle required.
- The receptacle has to continue to be child-resistant after each use or serving.
- Single-use and single-serving products: no resealability requirement in Florida.
Notes on this section — 1
- Traced to Fla. Admin. Code R. 64-4.219(3)(a) in the adopted rule text. Resealability is scoped to those two categories, not required across the board.
- Get department approval first, through the Rule 64-4.023 variance procedure - receptacle, label and package.
- That is why this hub publishes Florida warning content and never a mandated Florida sentence.
- Receptacle, package and insert are three different things: product goes in a receptacle, receptacles go in a package, the package holds a physical insert.
- Rule 64-4.219 filed 4 August 2026, effective 24 August 2026.
- Sell-through: previously approved non-conforming packaging cannot be dispensed after about 20 February 2027.
- No grace period for product already in patients' hands.
- Design freedom is narrow - no images or graphics other than the department-approved MMTC logo.
- Edibles: individually wrapped in plain opaque white bearing the universal symbol.
- Unmandated copy is not free here - anything extra clears department approval like everything else.
- Delivery devices under Emergency Rule 64ER25-5: device packaging must match the usable-product packaging and labeling requirements, and unsafe devices may be recalled.
- Advertising and marketing sit under Emergency Rule 64ER25-6, including outside signage and internet criteria.
- Treat a change to any approved component - new accent colour, re-typeset warning, different closure - as likely requiring a fresh submission. Confirm with the department; the rule does not spell this out.
Notes on this section — 6
- No department review turnaround is published. Do not plan against a number; queue submissions well ahead of February 2027 rather than stacking them against it.
- The 180-day date is a dispensing cutoff, not an approval-by deadline.
- Rule 64-4.218 (MMTC Trade Name and Logo) was still not adopted as of 1 September 2026. The latest action is a Notice of Change published 11 August 2026, FAR Vol. 52/No. 155. Do not cite it as in force; re-check on a set cadence.
- The adopted rule file has now been read in full, and the size figures on this page come from it: a quarter inch by a quarter inch on the receptacle, and 10 percent of overall surface area on the package. Earlier versions of this page took them from the proposed-rule publication instead.
- Rule 64-4.224 came from a separate rulemaking and only shares the effective date - do not describe it as part of the packaging package.
- Current as of 1 September 2026.
