Cannabis Packaging Requirements
Colorado cannabis packaging is regulated by the Department of Revenue, Marijuana Enforcement Division. The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 9 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.

Packaging & Labeling Rules
- Certify to the federal CPSA/ASTM standard: significantly difficult for children under five to open, usable by adults.
- Flower or trim in a container that is not child-resistant: the exit package must be child-resistant and opaque.
- Resealable closures are a separate, narrower rule reaching only multi-portion and multi-serving edibles.
- Core panel: product identity, net weight or net contents, Statement of Intended Use, both government warnings, Universal Symbol.
- License number(s) of every licensee involved.
- Batch or harvest batch number(s).
- Net contents.
- Ingredient list identifying major food allergens.
- Potency statement.
- Solvents used.
- Date of sale.
- Patient registry number on medical product.
- Statement of Intended Use, taken from the state's closed list.
- Use-by, expiration or production dates and a refrigeration statement, where the intended use calls for them.
- Edibles add the allergen disclosure and THC content per serving.
- All label text clearly written or printed in English.
- Nutrition Facts panel on edibles: permitted, not required. Royal Supply prints one.
Notes on this section — 1
- English-only compliance panels are a Royal Supply preference because they speed review; nothing in the rule forbids an accurate translation printed alongside the English.
- Container and marketing layer: 1/2 in x 1/2 in minimum (12.7 mm).
- Vaporizer device, pressurized metered dose inhaler or syringe-type device: 1/4 in x 1/4 in minimum.
- That 1/4 in size covers only devices with a listed intended use that are not Alternative Use Products.
- Retail edibles that can practicably be stamped: symbol on each standardized serving, at least 25 percent of product height, never under 1/4 in x 1/4 in.
- Per-serving stamping does not reach loose bulk goods, powders or liquids.
- Artwork is fixed - red diamond, exclamation point, the letters THC. Do not recolour, restyle or redraw it.
- Type no smaller than 1/16 inch (1.57 mm).
- Every product: both government warning statements, on either the label affixed to the Container or the Marketing Layer.
- Edible medical and retail products add the delayed-effects statement.
- Vaporizer devices and metered dose inhalers with a listed intended use add: Not approved by the FDA.
- Audited Products add: Not approved by FDA.
- The two FDA lines differ by one word. Do not merge them.
- Retail edible: 10 mg active THC maximum per standardized serving.
- Retail edible: 100 mg active THC maximum per unit packaged for transfer.
- Liquid retail edibles run on a separate track in the rule.
- Medical edible: the manufacturer sets the standard portion. No 10 mg per-serving cap.
- Per-serving Universal Symbol stamping is retail only, and does not reach loose bulk goods, powders or liquids.
- Exit package used at the point of transfer: opaque. Opacity is part of how Rule 1-115 defines the term.
- That same exit package must also be child-resistant where flower or trim is transferred in a container that is not child-resistant.
- Container: no opacity requirement. Rule 1-115 defines it as the receptacle directly containing the product, labeled under the 3-1000 Series Rules, and says nothing about light or visibility.
- Marketing layer: optional, and no opacity requirement either. If used, it has to be labeled under the same rules.
- Clear jars, clear tubes and window cartons are therefore compliant on the container and the marketing layer — the cheaper option is the compliant option here.
- Royal Supply house standard — stricter than the Colorado rule. Specification: opaque film or containers throughout, so the product cannot be seen without opening the packaging.
Notes on this section — 2
- Confirmed against the Secretary of State's copy of 1 CCR 212-3: opacity appears in the definition of Exit Package at Rule 1-115 and in Rule 3-1010(B)(11)(a), and nowhere in the Container or Marketing Layer definitions.
- Rule 1-115 also brings seeds into the exit-package child-resistance trigger alongside flower and trim; Rule 3-1010(B)(11)(b) names flower and trim only. Treat seeds as covered.
- Required: multiple-portion Edible Medical Marijuana Product.
- Required: multiple-serving Edible Retail Marijuana Product.
- Required: multiple-serving Liquid Edible Retail Marijuana Product.
- Not required: flower, trim, pre-rolls and concentrate carry no resealability requirement anywhere in the rule.
- Royal Supply preference, not a rule: resealable closure on any pack a customer opens more than once.
- Font no smaller than 1/16 inch (1.57 mm).
- The word candy or candies is banned unless it is part of the licensed establishment's name.
- No cartoon characters or other imagery aimed at people under 21.
- Labeling must be unobstructed and conspicuous.
- An affixed label must not cover required compliance information.
- Accordion, expandable and layered labels are expressly allowed on small containers.
- No health or benefit claims, no false or misleading statements, no trademark infringement.
