Rhode Island
Cannabis Packaging Requirements
Rhode Island cannabis packaging is regulated by the Rhode Island Cannabis Control Commission (RICCC). The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 7 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- Vape cartridge: down to 1/4 inch by 1/4 inch, printed or sticker.
- Vape outer package: still the full 1 inch by 1 inch.
- Infused serving: 25% of the serving's width or height, never below 1/4 inch by 1/4 inch.
- Print with strong contrast against the surface.
- Symbol may never be covered or obscured.
- No fluorescent or neon package colors.
Notes on this section — 1
- Strong contrast is a Royal Supply recommendation, not a stated Rhode Island requirement.
- Never covered or obscured.
- Infused servings: mark, stamp, imprint or individually wrap, on at least one side.
- Center the serving mark horizontally or vertically.
Commission-selected universal warning symbol marking THC content.
- Goes on the package, and again on each individual serving of an infused product - not edibles only.
Notes on this section — 1
- The rule names the symbol but does not print the artwork.

Design & Print Specs
Approved fonts list is explicit. 8-point bold minimum on required font types. All warnings sit inside a bright yellow box. The per-serving symbol applies to every infused product, not edibles only. A single collective "Warning" heading may stand in for repeating the word on each line.
Warning Statements (7)
These must appear verbatim. Use the copy buttons to pull exact text into your artwork files. Anything marked otherwise is our recommendation and is not required by Rhode Island.

Packaging & Labeling Rules
- Certify to the 2019 edition of the federal child-resistant packaging standard.
- A certificate written to a later edition is not what Rhode Island adopts.
- Package must fully enclose the product and protect it from contamination.
- Package must be tamper evident.
- Package must reseal in a child-resistant manner - see the resealable row for the one exception.
- No fluorescent or neon colors.
- No material that imparts a toxic or deleterious substance.
- Non-child-resistant containers go into a child-resistant exit bag at the point of sale - Commission approval required.
- Infused products are outside the exit-bag route: their own container must be child resistant.
- The exit bag needs no label if the package inside is already compliant.
- Ship child-resistant primary packaging - the retailer takes the violation at the counter for what you supply.
- Ask the Commission before relying on a post-2019 CPSC certificate.
Notes on this section — 3
- The definition section says the federal standard "as amended"; the incorporation section excludes editions after 2019. We treat 2019 as the safe basis.
- Exit packaging operates only "upon Commission approval" - confirm that approval exists before designing around it.
- Commission product-type guidance PDFs say "certified as child-resistant"; the codified rule says "packaging in accordance with". Certification is guidance and good practice, not the rule's own word.
- Type: 8 point minimum, bold.
- Fonts: Times New Roman, Calibri, Arial or Helvetica.
- THC and CBD content per serving and per package.
- Serving size and total number of servings.
- Full ingredient list.
- Allergen declaration.
- Manufacturing date.
- Batch number.
- Expiration or use-by date.
- Royal Supply house standard — Rhode Island sets no requirement here. Suggestion for edibles and beverages: add a Nutrition Facts style panel.
- Confirm the current required-fields list against the Commission's labeling section before a plate is cut.
- Package: 1 inch by 1 inch minimum.
- Package placement: front or most predominantly displayed area.
- Vape cartridge itself: may drop below 1 inch, never below 1/4 inch by 1/4 inch.
- On a cartridge the symbol may be printed or applied as a sticker.
- A vape's outer package still carries the full 1 inch by 1 inch symbol.
- Every standardized serving of any infused product - not edibles only - is marked, stamped, imprinted or individually wrapped with the symbol.
- Serving mark: at least 25% of the serving's width or height, and never below 1/4 inch by 1/4 inch.
- Serving mark sits on at least one side, centered horizontally or vertically.
- Never cover or obscure the symbol.
Notes on this section — 1
- The rule names the symbol but does not print the artwork - pull the official file rather than redrawing it.
- Type: 8 point minimum, bold, English.
- Fonts: Times New Roman, Calibri, Arial, Helvetica or another easily read face.
- All warnings sit inside a bright yellow box that stands out from the rest of the label.
- Four statements go on every package; three more depend on product type.
- The word "Warning" may head the whole block once instead of repeating on every line - real space relief on small vape containers.
- Set the infused-product delayed-effects sentence in bold or larger type, with priority placement.
- Peel-back and expandable labels are allowed if the exposed portion shows the yellow warning box.
- Never cover or obscure a warning.
Notes on this section — 1
- All seven sentences were re-read against the codified rule this cycle and match what is published here character for character, including the en dash in the topical statement. Nothing has moved.
- Mark the serving size clearly.
- State THC and CBD content per serving.
- State the total number of servings per package.
- Infused products: delayed-effects warning in bold or larger type, with priority placement.
- Every individual infused serving carries the universal symbol - see the symbol row for sizes.
- Confirm dose limits with the Commission before setting a dosing panel.
- No opaque or plain-packaging requirement.
- Package must be tamper evident: disturbance has to be visible.
- Package must fully enclose the product.
- No fluorescent or neon colors on the package.
- We found no window or view-panel restriction in the packaging section. Treat clear windows as allowed unless the Commission says otherwise.
- Default: the package reseals child-resistantly after opening.
- Exception: a single serving or single application of an infused product need not reseal.
- The exception covers resealing only - that package is still child resistant.
- Multi-serving or multi-application infused packages reseal like any other package.
Notes on this section — 1
- Do not treat infused products as either always exempt or always excused - the carve-out turns on single serving or single application.
- Rules effective May 1, 2025; the 180-day compliance window has closed.
- Warning sentences differ by product type - see the warning list.
- No fluorescent or neon package colors.
- No cartoon, animal or toy characters.
- No images of children.
- Do not refer to the product as candy.
- Do not imitate a branded consumer product.
- No health or curative claims.
- No state insignia or seal.
Notes on this section — 2
- Design prohibitions are summarized from the rule, not quoted.
- Market news only, no packaging effect: the residency-requirement litigation was resolved legislatively in June 2026 and a reset retail licensing round follows. It changes who is buying packaging, not what the packaging has to do — 560-RICR-10-10-2 has not been amended and every warning, symbol and closure requirement on this page is unchanged.
