Pennsylvania
Cannabis Packaging Requirements
Pennsylvania cannabis packaging is regulated by the Pennsylvania Dept. of Health, Bureau of Medical Marijuana. The market is medical only. Packaging must be child-resistant, must carries no state universal symbol, and must print 5 required warning statements. Artwork must be approved by the state before printing. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- Set mandated label copy large enough to be conspicuous and legible on the finished pack.
Notes on this section — 1
- That legibility floor is a Royal Supply recommendation. Pennsylvania sets no type-size minimum.
- Keep label copy in strong contrast with the pack background.
Notes on this section — 1
- Contrast guidance is Royal Supply's, not a codified requirement - there is no color provision in the packaging or labeling rules.
- Affix the label conspicuously and firmly to the immediate container and to any outer packaging.
- All placement rules attach to the label itself - see Labeling.
- Obtain written packaging and label approval from the PA Department of Health before use.
- pa.gov/agencies/health/programs/medical-marijuana
Pennsylvania prescribes no cannabis or THC symbol.
- Nothing to place on artwork - no symbol provision exists in the rules.
- Potency is disclosed in text instead: cannabinoid percentages plus every terpene above 0.0%.
- What the state does require is written approval of packaging and label content before use.
Notes on this section — 1
- A "Pennsylvania Medical Marijuana Symbol" was previously published here as required on all products. No rule supports it; it has been removed.

Design & Print Specs
Prior written DoH approval of packaging and label content required. All individual terpenes above 0.0% must be listed. Four things may never appear: a resemblance to trademarked food or beverage packaging; artwork suggesting the package holds something other than medical marijuana; a seal, flag, crest, coat of arms or other insignia implying government endorsement; or anything that might make the package attractive to children.
Warning Statements (5)
Statements marked Exact text required must be reproduced character for character — use the copy buttons. Those marked Required content are mandated by Pennsylvania in substance only; you write the sentence.

Packaging & Labeling Rules
- Child-resistant packaging required on every package.
- Tamper-proof OR tamper-evident satisfies the rule - you do not need both.
- Seal so contents cannot be reached without breaking the seal.
- Packaging must minimize the product's exposure to oxygen.
- Contents must be clearly distinguishable from any other package of similar appearance.
- Seal may be broken only by an approved testing lab, a Department adverse-loss investigation, or the purchasing dispensary.
- Get written Department of Health approval of packaging and label content before production.
- Name, address and permit number of the grower/processor.
- Number of individual doses; product form; quantity and weight.
- Species; THC and CBD percentages; the other listed cannabinoids.
- Every individual terpene above 0.0%, by name, with its percentage.
- Show THC first in any THC:CBD ratio. CAS numbers are not required.
- Harvest or process batch unique identifier, packaging date, expiration date, employee ID numbers.
- Storage instructions.
- Destination dispensary name and address - unless a clinical registrant is selling to another grower/processor and the dispensary is not yet known.
- Label stock must be weather-resistant and tamper-resistant, and the label must be easily readable.
- Affix the label conspicuously and firmly to the immediate container and to any outer packaging - except in a blinded research program.
- Dispensaries add their own label and safety insert at point of sale.
- Verify against the official Pennsylvania Code before a plate is cut.
Notes on this section — 1
- Every label is pre-approved individually - allow review lead time before booking a print run.
- No symbol, icon or mark to place anywhere on the pack.
- Display THC, CBD and the other listed cannabinoids with their percentages.
- List every individual terpene above 0.0% by name with its percentage.
- Show THC first in any THC:CBD ratio.
Notes on this section — 2
- No symbol provision exists anywhere in the packaging or labeling chapters, and the state's Packaging and Labeling Approval Request never asks for one.
- An earlier Royal Supply page showed a "Pennsylvania Medical Marijuana Symbol" as required. No rule supports it; it has been removed.
- Fixed wording: the medicinal-use, pregnancy, breastfeeding, driving and keep-out-of-reach warning is reproduced word for word.
- Your wording, content mandated: the original-container statement.
- Your wording, content mandated: the unauthorized-use warning.
- Draft the two open-wording warnings and submit them with the label for approval.
- Check each statement's basis before you typeset it - only one statement on this page may be set verbatim.
- Number of individual doses, clearly indicated on the label.
- Expiration date on the label.
- No THC milligram limit per serving, per dose or per package.
- Potency prints as percentages, not milligrams - there is no mg-per-serving figure to design around.
Notes on this section — 1
- The no-milligram-cap point is Royal Supply's reading: Pennsylvania simply sets no cap, rather than stating one does not exist.
- Opaque material on every package: no clear window, no clear film.
- Dry leaf is carved out by name. Flower packaging does not have to be opaque.
- Every other requirement in the same subsection still applies to dry leaf: child-resistant, tamper-proof or tamper-evident, resealable, distinguishable from similar packages, minimising oxygen exposure.
Notes on this section — 1
- Pennsylvania does not use the term light-resistant anywhere in the packaging rule. Opaque is the codified word, and the two are not interchangeable when a converter quotes stock.
- Resealable closure required on every package.
Notes on this section — 1
- The rule says resealable without further specification - pair it with the child-resistant requirement so the reclosure stays child-resistant.
- Written state approval of packaging and label content before production.
- Never on a label: a resemblance to the trademarked, characteristic or product-specialized packaging of any commercially available food or beverage product.
- Never on a label: a statement, artwork or design that could reasonably lead someone to believe the package contains anything other than medical marijuana.
- Never on a label: a seal, flag, crest, coat of arms or other insignia that could mislead someone into thinking the product is endorsed, manufactured or approved by any state, county or municipality or any agency of one.
- Never on a label: a cartoon, color scheme, image, graphic or feature that might make the package attractive to children.
- The same four prohibitions bind the dispensary, which must inspect the label against them before it dispenses.
- Terpene disclosure is the outlier requirement - every terpene above 0.0%, named, with its percentage.
- Grower/processor packaging and dispensary labels sit under separate rules; both apply down the chain.
- No symbol artwork is published - there is nothing to download.
- An unrequested graphic is not illegal on its face, but the insignia and child-appeal bars are, and every extra element is one more thing a reviewer can question.
- Still medical-only - no packaging or labeling rule changes this cycle.
- Confirm before final artwork sign-off.
Notes on this section — 2
- Permanent regulations took effect March 4, 2023, and § 1151a.34 is unchanged in the Pennsylvania Code as published through 56 Pa.B. 3438 (June 6, 2026).
- Adult-use remains unenacted. Nothing on this page changes unless and until it is.
