Maine cannabis packaging is regulated by the Office of Cannabis Policy, Dept. of Administrative and Financial Services. The market is adult-use & medical. Packaging must be child-resistant, must carry the state universal symbol, and must print 10 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.

Each standardized edible serving is marked unless impracticable: 0.25"×0.25" min, or 25% of the serving width if the symbol is centred horizontally and 25% of its height if centred vertically. Individual serving wrappers and blister lidding must be white and may carry the symbol as their only image — no branding at serving level. Symbol may not be modified, stylized, stretched or distorted.

The bracketed part is yours to fill in with the actual method — radiation, ozone and carcinogenic gases used to mitigate mold, mildew, yeast or microbials are the examples the rule gives. The sentence around it is prescribed, so keep it and set it no smaller than 6 point. Using an ozone generator to clean an empty room is expressly not treatment and triggers nothing.

Packaging & Labeling Rules

Child-ResistantWhat the container has to do depends on the product — inhalables, edibles, topicals and seeds each have their own rule.
  • Every container: fully enclosing, resealable, no materials that leach.
  • Inhalables: soft-sided at 4 mil or thicker, or rigid with a tight lid.
  • Inhalables also need a tamper-evident seal.
  • Edibles, single serving: child-resistant, resealable or not.
  • Edibles, multi-serving: child-resistant and resealable.
  • Topicals — salves, creams, lotions, balms: child-resistant with a resealing cap or closure.
  • Transdermal patches: heat-sealed in 4 mil or thicker plastic, with no easy-open tab, dimple, corner or flap.
  • Seeds: exempt from child-resistant and tamper-evident requirements.
  • Package neither child-resistant nor tamper-evident: print the matching bold notice.
  • Child resistance is measured against 16 C.F.R. Part 1700 (2018) — that edition, not a later one.
  • Cheaper route for inhalables and edibles: the container itself need not be child-resistant or tamper-evident if the product goes into child-resistant, tamper-evident exit packaging before it reaches the consumer.

  • The exit-packaging alternative is the rule's own wording, not a workaround. It is what the closure notices exist for: a non-child-resistant container is compliant if it carries the bold notice and the store bags it.
  • The exit-packaging route is written into the inhalable and edible sections. Topicals and transdermal patches have no equivalent — those closures are specified outright.

LabelingThe list of what must appear on every label, and how small the type may be set.
  • Type: size 6 font or 1/12 inch minimum, English.
  • License numbers for the cultivation, manufacturing and retail facilities.
  • Identity statement and net weight.
  • Batch number and expiration date.
  • Ingredients, plus the eight major allergens.
  • Route of administration.
  • Cannabis concentration per serving and per package.
  • The retailing licensee's own license number, on the label or on a separate sticker.
  • The inventory tracking number of the final batch the testing sample came from.
  • The statement "Passed mandatory testing", word for word.
  • A production date: harvest batch date for flower and trim, production batch date for anything manufactured.
  • Cannabinoid content, plus any gases, solvents and chemicals used in extraction.
  • Inhalables add: actual THC and CBD potency, solvents, treatment or remediation statement.
  • Edibles add: nutrition facts panel, serving size, servings per package.
  • Seeds add: tracking number, facility licenses, net weight or seed count.
  • Peel-back, accordion, expandable and layered labels are allowed if a consumer can tell they hold important information and can open them without tools.
  • Nothing on the package may obscure required information.

  • The list spans two instruments. Licence numbers, the identity statement, net weight, batch number, expiration date, potency, route of administration and the nutrition panel come from the statute; the tracking number, testing statement, production date, cannabinoid content and warning statements come from the rule. Quote whichever one you are relying on rather than citing Section 5 for all of it.
  • The words "opaque", "use-by" and "shelf life" appear nowhere in either instrument.

  • Net content, pre-rolls: -5 percent / +15 percent.

  • Net content under one gram may be stated in milligrams; ounces may be added alongside grams but not instead of them.
  • Multi-serving edibles in powder, loose-leaf tea, coffee-ground or grain form: state the serving size and ship a measuring device in the pack.

  • The 10 mg and 200 mg figures are the caps you label to. Separately, the manufacturing rule tolerates up to 11 mg per serving and 205 mg per package plus laboratory uncertainty before a product is over the limit — that is a production allowance, not a number to print.

Opaque PackagingNo opacity requirement — clear and translucent containers are allowed.
  • The word 'opaque' appears nowhere in Section 5.
  • The container must fully enclose the product and reseal.
  • It must protect contents from contamination, deterioration and damage.
  • It must impart nothing toxic or deleterious into the product.
  • A clear jar or clear film is a compliant, cheaper option for shelf appeal.
  • Royal Supply: choose opaque stock for flower and extract, which degrade in light.
  • Settle child resistance, tamper evidence and resealability first — those drive container choice here.

  • The opaque-stock guidance is a Royal Supply preference, not a Maine requirement. Ship clear and you are still compliant.
  • "Opaque" appears once in all of Chapter 30, describing a structure that encloses a cultivation area, and nowhere in 28-B M.R.S. §701. Neither instrument reaches the container.

  • Every container must be resealable.
  • Single-serving edibles: child-resistant is enough, resealable or not.
  • Multi-serving edibles: child-resistant and resealable.
  • Multi-serving liquids: built-in measuring component plus a child-resistant cap.
  • Drinks and tinctures at or below 10 mg THC: child-resistant caps on cans or crown-cork bottles.

  • A Department packaging or label approval is issued for the exact sample submitted — changing the font, colour, material, element placement or the closure mechanism voids it.
  • An approved package or label gets an approval number, and that number has to print on the label.
  • A store may rely on a cultivator's or manufacturer's approval, provided it only adds its own licence number.
  • OCP offers free voluntary pre-approval for packaging, labeling and advertising.
