New Hampshire
Cannabis Packaging Requirements
New Hampshire cannabis packaging is regulated by the NH Dept. of Health and Human Services (DHHS). The market is medical only. Packaging must be child-resistant, must carries no state universal symbol, and must print 4 required warning statements. No pre-approval of artwork is required. Royal Supply last reviewed this guide against the regulation on September 1, 2026.
Universal Symbol Requirements
Symbol Specifications
- Royal Supply: print the dispensary logo large enough to read clearly.
- The rule's legibility standards cover the label and its required information, not the customer's logo.
Notes on this section — 1
- This is Royal Supply guidance, not a New Hampshire requirement.
- Package must be plain and opaque.
- Package must not be attractive to children.
- No product depictions, no cartoons, no image other than the dispensary logo.
- Label must be legible and firmly affixed.
- Multiple labels are allowed if all stay unobstructed and conspicuous.
- No required information may be covered.
- The dispensary logo is the customer's own artwork.
- Programme background: dhhs.nh.gov/programs-services/population-health/therapeutic-cannabis
No universal symbol, no THC symbol, no state-issued mark.
- Nothing to place on artwork.
- The only image the package may carry is the dispensary's own logo.
- The logo is permitted, not required, and the rule sets no spec for it.
- Potency is shown in numbers, not a mark.
- Do not carry another state's symbol across.

Packaging & Labeling Rules
- Child-resistant closure on every container.
- Tamper-proof seal on every container.
- A waiver exists, but it is granted patient by patient at the dispensary, not at manufacture.
- Waiver condition one: the patient or caregiver affirms in writing they would have difficulty opening a child-resistant container.
- Waiver condition two: no young children live in the household.
- Never spec a production run against the waiver.
- Where the dispensary cultivates at a separate site, packaging and sealing are done at that site, not at the dispensary.
Notes on this section — 1
- No prescribed wording here — the plain-language summary is Royal Supply's reading of the rule, which was read in full from the State of New Hampshire's own copy.
- Therapeutic programme only. New Hampshire has no adult-use market.
- Leave a clear, flat area for the dispensary's own label.
- Every item, flower and infused alike, carries the list below.
- Patient's registry identification number.
- Caregiver's registry identification number, where a caregiver is involved.
- Patient's address.
- Dispensary name, registration number, address and phone number.
- Quantity dispensed, in ounces — for infused product, as determined under He-C 402.13(i).
- Date dispensed.
- Batch number.
- Strain or blend.
- Cannabinoid profile: percent by weight for flower, milligrams for infused product.
- A cannabinoid at an undetectable level need not be listed.
- Two statements are fixed word for word — see the warnings list.
- Infused products carry all of the following in addition to the list above, not instead of it.
- Infused: type of product.
- Infused: ingredients.
- Infused: net weight.
- Infused: date created, and the expiration or use-by date.
- Infused: dosing information.
- Infused: estimated time of onset.
- Conditional — lay out only where it applies: allergen warning where nuts or other known allergens are present.
- Conditional: refrigeration statement, where the product is perishable.
- Conditional: directions for use, only if relevant.
- Flower carries none of the infused-product set.
- Multiple labels on a container are allowed.
- No required information may be obstructed by another label, sticker, seal, or shelf or price marking.
- Batch-variable field: residual solvent in ppm per gram, where an ethanol- or isopropanol-based concentrate exceeds 500 ppm per gram.
- No false or misleading statements about health or physical benefits.
Notes on this section — 3
- All three currency questions this page previously carried are now closed. The rule's own source note reads #10731, eff 11-25-14; ss by #12653, eff 11-1-18 — so He-C 402.19 has not been amended since November 1, 2018.
- The 2023 readoption (#13673-A) and the adopted rule effective October 1, 2025 (#14386) both land on He-C 402.20, Dispensing Cannabis or CIP. Neither touches 402.19.
- Note the rule's own numbering runs (d)(1)a. through k. and (d)(2)a. through i. — lowercase letters with a full stop, not parenthesised. Cite it that way to a regulator.
- Nothing to place — reserve label space for figures, not a mark.
- Flower: cannabinoid profile as a percent by weight.
- Infused product: cannabinoid profile in milligrams.
- A cannabinoid at an undetectable level need not be listed.
- Infused products also carry dosing information — serving size against the THC or CBD in the product.
- Both fixed statements print on every item, flower and infused alike.
- The FDA and health-risk statement must be reproduced including its capitalization.
- Its closing sentence prints in full capitals: KEEP THIS PRODUCT AWAY FROM CHILDREN.
- The therapeutic-use and diversion statement prints in full — see the warnings list.
- Allergen warning where nuts or other known allergens are present — wording is yours.
- Residual-solvent warning above 500 ppm per gram — wording is yours, and the figure is per batch.
- Do not set the two your-wording warnings in quotation marks.
- No false or misleading statements about health or physical benefits.
- Additional truthful copy beyond the required set is permitted.
Notes on this section — 2
- Both fixed statements are now confirmed word for word against the State of New Hampshire's own copy of He-C 402.19.
- The residual-solvent requirement prescribes no sentence — state the amount, do not quote a form of words as rule language.
- Dosing information on every infused product: serving size against the THC or CBD it contains.
- Estimated time of onset on every infused product.
- Applies to single-serving product too, not only multi-serving packages.
- No per-serving THC limit.
- No per-package THC limit.
- Package size is not driven by a potency ceiling here.
- No window and no clear or translucent body.
- No depictions of the product.
- No cartoons.
- The dispensary's own logo is the only image allowed on the package.
- Edible packaging may not bear a reasonable resemblance to any commercially available product.
Notes on this section — 1
- The rule's word is plain and opaque, with no light-resistance or single-colour requirement attached. Read in full from the State of New Hampshire's copy.
- The five packaging requirements at (b) do not include resealability.
- Whatever closure you pick must still be tamper-proof and child-resistant.
- Build every run child-resistant — the waiver is granted at dispensing, per patient.
- The dispensary logo is the only image permitted, and it is permitted rather than required.
- No product depictions, no cartoons, no other imagery.
- Product and strain names are regulated, not just label copy.
- Names may not be identical or confusingly similar to existing non-cannabis products or to unlawful substances.
- Names may not be obscene, indecent or derogatory.
- Names may not encourage recreational or off-label use.
- Names may not be associated with persons under 18.
- Names may not make unsupported health, safety or efficacy claims.
- Where the dispensary cultivates at a second location, packaging and tamper-proof sealing happen there — ship pre-printed stock and sealing equipment to the cultivation site.
