Universal Symbol Requirements

Symbol Specifications

SymbolIICPS universal THC symbol (ASTM D8441), plus a separate 21+ warning symbol
Minimum SizeTwo floors, and a third number that is a trap.
  • IICPS: 0.5 in wide by 0.5 in tall minimum.
  • 21+ warning symbol: 0.75 in tall by 0.6 in wide minimum.
  • 0.5 in by 0.35 in is the medical cannabis symbol only. Never on adult-use artwork.
Notes on this section — 1
  • This page previously published 0.5 in by 0.35 in as the adult-use floor, which is under the legal minimum. Re-check any artwork tooled from the old number.
ColorsYellow for the THC symbol; red belongs only to the 21+ octagon.
  • IICPS field: Warning Signal Yellow, Pantone 109 C / #FFD100.
  • IICPS: black border, black THC lettering.
  • On a dark background, add a yellow outer border to the IICPS.
  • Pantone 187 C / #A6192E red is the 21+ octagon only, never the IICPS.
Notes on this section — 1
  • Colors and Pantone values come from OCM Guide v3.0. Minn. R. 9810.1400, subp. 3 prescribes sizes and font only and carries no color spec.
PlacementOn the marketing layer — the outermost visible layer of the package.
  • Unobstructed and conspicuous.
  • Never under a peel-away panel.
  • Never on an inner container inside a sleeve or box.
  • No principal-display-panel, quadrant or percentage-of-panel test exists in Minnesota — do not over-constrain the layout.
How To ObtainDownload OCM's files; do not recreate the marks.
  • IICPS and 21+ symbol files: OCM Packaging and Labeling Guide v3.0 at mn.gov/ocm.
  • Place as supplied. Do not rebuild from the ASTM D8441 description.

Two separate marks, both published by OCM.

  • IICPS: Warning Signal Yellow field, black border, letters THC underneath.
  • 21+ warning symbol: red octagon reading 21+ NOT FOR CHILDREN, with POISON CONTROL 800-222-1222 beneath it.
  • Place OCM's supplied files as they come. Do not redraw either mark.

Warning Statements

Statements marked Exact text required must be reproduced character for character — use the copy buttons. Those marked Required content are mandated by Minnesota in substance only; you write the sentence.

Always required3
Set no smaller than size 6 font. Minn. R. 9810.1400, subp. 3, item C prescribes one warning statement made of two sentences — this one and the out-of-state notice below — so set them together as a block rather than treating them as independent lines. The statute at 342.63 separately requires this sentence on its own; it does not contain the out-of-state sentence.
Every label. This is the first half of the single warning statement the rule prescribes.
Exact text required

Office of Cannabis Management (OCM) prescribes this wording. Reproduce it character for character, including capitalization and punctuation.

Keep this product out of reach of children.
Every label. This is the second half of the same prescribed warning statement.
Exact text required

Office of Cannabis Management (OCM) prescribes this wording. Reproduce it character for character, including capitalization and punctuation.

This product may be unlawful outside the state of Minnesota.
Required content — your wording

Office of Cannabis Management (OCM) requires this information but does not fix the sentence. Write your own copy; the agency approves it.

WARNING: This product contains cannabis. For use only by adults 21 years of age and older. Keep out of reach of children and pets. Cannabis can impair concentration, coordination, and judgment. Do not operate a vehicle or machinery while under the influence.
Royal Supply recommendation1
No Minnesota mandate behind either sentence. Royal Supply prints it as standard belt-and-suspenders copy that matches neighbouring states. Omit it and you are still compliant.
Royal Supply recommended

Not required by Office of Cannabis Management (OCM). This is Royal Supply's own compliance-tested language, offered as good practice.

Cannabis use while pregnant or breastfeeding may be harmful to the developing child. Persons 25 years and younger may be more likely to experience harm to the developing brain.
Conditional on product type2
Title case with the terminal period inside the sentence. OCM Guide v3.0 renders it informally as "Do not eat" with no period; the codified rule controls, so print "Do Not Eat."
Cannabis concentrate products; dried cannabis flower products that include cannabis concentrate, which covers infused flower and infused pre-rolls; hemp-derived consumer products routed to subpart 4. Not on plain dried flower.
Exact text required

Office of Cannabis Management (OCM) prescribes this wording. Reproduce it character for character, including capitalization and punctuation.

Do Not Eat.
Topical product labels under Minn. R. 9810.1401, subp. 5. Whether hemp-derived topicals fall inside subpart 5 is unresolved — see the note and the separate hemp-topical entry.
Exact text required

Office of Cannabis Management (OCM) prescribes this wording. Reproduce it character for character, including capitalization and punctuation.

For Topical Application - Do Not Eat or Smoke.
Conditional on formulation1
Triggered by formulation, not by product type. Confirm with the manufacturer whether any cannabinoid in the formulation is artificially derived.
Any product that contains artificially derived cannabinoids, whatever its category.
Exact text required

Office of Cannabis Management (OCM) prescribes this wording. Reproduce it character for character, including capitalization and punctuation.

Contains artificially derived cannabinoids. Not all safety hazards have been evaluated.
Conditional on product type1
The "or patients" half of the trigger is part of the rule's own scope sentence and must not be dropped.
Immature cannabis plants and cannabis seedlings sold to customers or patients.
Exact text required

Office of Cannabis Management (OCM) prescribes this wording. Reproduce it character for character, including capitalization and punctuation.

This plant or seedling is not required to be and has not been tested for safety compliance under Minnesota Statutes, section 342.61.
Medical dispensing label1
Applied by the medical cannabis retailer at the point of dispensing, on top of the manufacturer's packaging.
The patient-specific label a medical cannabis retailer applies at dispensing to medical cannabis flower or a medical cannabinoid product. Never on adult-use packaging.
Exact text required

Office of Cannabis Management (OCM) prescribes this wording. Reproduce it character for character, including capitalization and punctuation.

This medical cannabis is for therapeutic use only. Diversion of this product is unlawful and may result in revocation of the patient's registration.
Conditional on product type1
OCM guidance rendering, not codified rule — sentence case, en dash, no terminal period. The glyphs have been read once from the Guide v3.0 PDF and are not confirmed to verbatim standard: check the en dash, the capitalisation and the absence of a terminal period against the guide before typesetting. Do not merge this with the codified subp. 5(G) cannabis-topical string; the two differ in capitalisation, punctuation and asserted scope.
Hemp-derived topical products.

Longstanding Royal Supply reference copy for Office of Cannabis Management (OCM). As with everything on this page, confirm against the agency before production.

For topical application – do not eat or smoke

Packaging & Labeling Rules

Child-ResistantEvery Minnesota package is child-resistant, opaque and tamper-evident, with one narrow exemption.
  • Child-resistant, opaque and tamper-evident on every package.
  • Only exemption: a lower-potency hemp edible intended to be consumed as a beverage.
  • Adult-use cannabis beverages are NOT exempt.
  • An exempt LPHE beverage must still be opaque and tamper-evident.
  • No PFAS in the packaging material or in any coating.
  • Edible packaging must use FDA-approved food-contact materials.
  • Packaging cannot appeal to anyone under 21.
  • Packaging cannot resemble a non-cannabis consumer product.
  • Selling or distributing non-compliant empty packaging is itself prohibited, so the supplier is in scope, not just the licensee filling it.
Minn. Stat. 342.62, subd. 2(b) (beverage-only CR exemption), subds. 3 and 4; Minn. R. 9810.1400, subp. 2
LabelingWhat has to print on a Minnesota label, and which layer it sits on.
  • All required copy sits on the marketing layer, the outermost visible layer of the package.
  • Label copy must be in English.
  • Product name, product type and net weight.
  • Exact cannabinoid amount per serving.
  • Exact cannabinoid amount in the total package.
  • Complete ingredient list.
  • Declare major food allergens.
  • Manufacturer name, license number and contact.
  • Production date and expiration date.
  • Batch number from the statewide monitoring system.
  • A statement verifying the product was tested.
  • Directions for use.
  • All required warning statements.
  • QR code or link to the Certificate of Analysis.
  • Flower only: strain or cultivar.
  • Flower only: use-by date.
  • Concentrates only: extraction method.
  • Concentrates only: grams of concentrate per serving and per package.
  • Medical only: the patient-specific fields the retailer adds at dispensing.
  • 21+ warning symbol: yellow background, black text, and a symbol carrying white text on a red background.
  • 21+ symbol copy per OCM's guide: 21+ NOT FOR CHILDREN, with POISON CONTROL 800-222-1222 beneath it.
  • 21+ symbol minimum 0.75 in tall by 0.6 in wide.
  • Download the 21+ symbol file from OCM and place it. Do not recreate or redraw it.
  • Since Aug. 1, 2026: cultivator information is no longer required on cannabinoid product labels.
  • Since Aug. 1, 2026: lower-potency hemp edibles may deliver source and other information by scannable QR code.
  • Since Aug. 1, 2026: hemp-derived topical products containing THC must be labeled as containing THC.
  • Lower-potency hemp edibles carrying only nonintoxicating cannabinoids and no THC do not need the universal symbol.
Before you print
  • Labels not updated by Aug. 1, 2026 were technically out of compliance, though OCM has signalled a transition-window posture. Confirm current enforcement posture before repricing a reprint.
Notes on this section — 2
  • The rule itself prescribes the warning symbol's colour scheme — yellow background, black text, a symbol with white text on a red background — so more than the dimensions are codified. The exact Pantone values and the wording of the copy come from OCM's guide, which is agency guidance.
  • The Revisor's published text of Minn. Stat. 342.63 still lists cultivator name and licence number at subds. 2(1) and 3(a)(1), and its history line ends at 2025 c 31. The 2026 changes are enacted at 2026 Minn. Laws ch. 123 but are not yet folded into the codified section, so a reader checking the statute will see the superseded requirement.
Minn. Stat. 342.63, subds. 2-5; Minn. R. 9810.1400, subps. 1 and 3; Minn. R. 9810.1401; 2026 Minn. Laws ch. 123 (SF 4401), labeling provisions effective Aug. 1, 2026; OCM Packaging and Labeling Guide v3.0 (Pantone values and symbol copy)
THC SymbolMinnesota needs two marks: OCM's IICPS THC symbol and a separate 21+ warning symbol.
  • IICPS minimum 0.5 in wide by 0.5 in tall.
  • 21+ warning symbol minimum 0.75 in tall by 0.6 in wide.
  • The letters THC go underneath the IICPS.
  • 0.5 in by 0.35 in is the MEDICAL cannabis symbol dimension only. Never use it on adult-use artwork.
  • Download OCM's symbol files and place them as supplied.
  • Do not rebuild either mark from a written description.
  • IICPS exemption: lower-potency hemp edibles and hemp topicals containing only approved nonintoxicating cannabinoids and no THC.
  • Exempt products still need the 21+ warning symbol and the required warning statement.
Notes on this section — 2
  • The IICPS exemption comes from OCM Packaging and Labeling Guide v3.0 — agency guidance, not codified rule.
  • This page previously published 0.5 in by 0.35 in as the adult-use IICPS floor, which is below the legal minimum. Any artwork tooled from the old number is printing an undersized symbol today — re-check it.
Minn. R. 9810.1400, subp. 3 (IICPS 0.5 in x 0.5 in; 21+ symbol 0.75 in x 0.6 in); Minn. R. 9810.1402, subp. 1 (medical symbol 0.5 in x 0.35 in); OCM Packaging and Labeling Guide v3.0 (artwork files and exemption)
Health WarningsThere is a font floor on the warning block, and part of that block is a retailer disclosure you may be able to shorten.
  • Warning statement set no smaller than size 6 font.
  • Print the required Minnesota warning statements listed at left.
  • The impairment, do-not-operate, poison-control and treatment-resource information can be delivered three ways: on the label, by posting in the premises, or by a pamphlet given at purchase.
  • That information is not a mandatory print item for packaging.
  • Royal Supply's standard Minnesota block delivers it on-label, one of the three permitted methods.
  • If the retailer already posts or hands out that information, the printed block can be shortened.
Minn. Stat. 342.63, subd. 6(a) and (b); Minn. R. 9810.1400, subp. 3 (size 6 font)
Serving SizeMark the cannabinoid amount per serving and the total in the package. The hemp-edible ceilings are definitional, so a product that exceeds them stops being that product.
  • Per-serving amount clearly marked.
  • Total amount in the package clearly marked.
  • Lower-potency hemp edible, non-beverage: no more than 5 mg delta-9 THC per serving.
  • Lower-potency hemp edible beverage: no more than 10 mg delta-9 THC in a single container.
  • Lower-potency hemp edible, any format: no more than 100 mg of CBD, CBG, CBN or CBC per serving or container.
  • Lower-potency hemp edible: no more than a combined 0.5 mg of all other cannabinoids per serving.
  • New from Aug. 1, 2026 — multi-serving hemp beverage: container of at least 750 millilitres, no more than 5 mg THC per serving, maximum 17 servings, and off-site sale only.
  • Hemp-derived topical products may now contain up to 0.3 percent THC, matching the federal hemp definition.
Before you print
  • Confirm the per-serving and per-package milligram ceilings for adult-use edible cannabis products with OCM before a multi-serve panel is cut. This page does not publish a figure for them because none could be traced to primary text this cycle.
Notes on this section — 3
  • The 750 ml multi-serving beverage format is the first large-format hemp container Minnesota has allowed. It cannot be sold for on-site consumption, so the pack has to be built for off-premise retail.
  • This page previously published a 200 mg per-package edible cap and a 100 mg per-serving figure attributed to a new Ratio Hemp-Infused category. Neither appears in OCM's own summary of the 2026 act; the 100 mg figure is the long-standing lower-potency hemp edible ceiling at Minn. Stat. 342.01, subd. 50(b)(1). Both have been withdrawn rather than republished.
  • Ratio hemp-infused cannabis products are defined by the 2026 act but do not exist until Jan. 1, 2027, and no per-serving or per-package figure for them has been published.
Minn. Stat. 342.01, subd. 50(b)(1); Minn. Stat. 342.63, subds. 2-5; 2026 Minn. Laws ch. 123 (SF 4401)
Opaque PackagingPackaging must be opaque and plain.
  • Opaque or plain design on every package.
  • Cannot resemble a non-cannabis consumer product.
  • Applies to an exempt lower-potency hemp edible beverage as well, even though it skips child resistance.
Minn. Stat. 342.62, subds. 2 and 3; Minn. R. 9810.1400, subp. 2
ResealableMulti-serving packages have to reseal.
  • Resealable closure required on any multi-serving product.
Before you print
  • Confirm the citation with OCM before relying on it to argue a single-serving carve-out.
Minn. Stat. 342.62; Minn. R. 9810.1400, subp. 2
Notable RulesPackaging prohibitions first, because they are what fails an artwork review; the licensing news at the end does not change a label.
  • No images of fruits or vegetables, except to accurately describe an ingredient.
  • No characters or phrases used to advertise to children.
  • No brand names imitating candies, cereals or other foods marketed to children.
  • Nothing designed to appeal to anyone under 21.
  • Nothing resembling a non-cannabis consumer product.
  • No deceptive or misleading labeling.
  • No unsubstantiated organic claims.
  • Use OCM's published IICPS artwork, not a mark rebuilt from the ASTM D8441 description — the two do not look the same in print.
  • April 1, 2026 was the full Chapter 342 compliance deadline: COA QR code or link, cannabinoid profile, best-by date and all universal symbols.
  • Aug. 1, 2026 (2026 Minn. Laws ch. 123): cultivator information dropped from cannabinoid product labels.
  • Aug. 1, 2026: lower-potency hemp edibles may give source information by scannable QR code.
  • Aug. 1, 2026: hemp-derived topicals containing THC must say so on the label.
  • Aug. 1, 2026: hemp-derived topicals may now go up to 0.3 percent THC.
  • Aug. 1, 2026: multi-serving hemp beverages allowed at 750 ml or more, 5 mg THC per serving, 17 servings maximum, off-site sale only.
  • Jan. 1, 2027: new Ratio Hemp-Infused Cannabis Product category. Defined, but no packaging or labeling figures published yet.
  • Program news, not packaging: medical and adult-use supply chains merged, so a medical endorsement lets one business serve both.
  • Program news, not packaging: new macrobusiness license category from Jan. 1, 2027 — up to 38,000 sq ft indoor canopy and 8 retail locations.
  • Program news, not packaging: Guidance Memo GM-2025-05 sets authorized propagation-source rules for cultivators.
Notes on this section — 5
  • OCM guidance on Ratio Hemp-Infused labeling and packaging specs is still pending. Watch for per-serving and per-package limits flowing into the Packaging and Labeling Guide.
  • OCM's guide lists a further conditional statement for ratio hemp-infused products effective Jan. 1, 2027. Its wording is not confirmed against codified text and is not published here — re-check before that date.
  • Labels not updated by Aug. 1, 2026 were technically non-compliant, though OCM has signalled a transition window.
  • Minn. R. 9810.1400 to 9810.1403 and Minn. Stat. ch. 342 were re-read at revisor.mn.gov on Sept. 1, 2026. The 2026 act is 2026 Minn. Laws ch. 123; the Revisor has flagged the affected sections but has not yet folded its amendments into the codified text of 342.63.
  • mn.gov was not reachable this cycle — the OCM site returned an automated bot check rather than the page — so the Packaging and Labeling Guide could not be re-read at source. The Pantone values and symbol copy on this page still rest on v3.0.
Minn. R. 9810.1403; Minn. Stat. 342.62, subds. 1a and 3; 2026 Minn. Laws ch. 123 (SF 4401); OCM Guidance Memo GM-2025-05
